Nothing surprises us any more about this Council. Were it a school it would have been taken over by central Government. With all due respect to decent officers working hard to keep the plates spinning under this utterly disfunctional and inadequate Administration.

Exc: Ministers are considering plans to scale back “delay repay” refunds for late running trains. Insiders say the move will be presented as a way to standardise differing compensation schemes, as the government’s nationalisation drive ramps up.
