Crystal explains that if you keep putting pressure on property owners with massive tax hikes, then they will raise the rents. She suggests instead of passing 'rent control' - stop the heavy taxation. If a city passes 'rent control' then then the owners should be EXEMPT from property taxes. The Socialists purposely do this.
