@ruggyscruggy You need koga's badge in order to use surf. Which means you have to at least get brock and misty's badges first. But I guess it's possible if you really skip a lot of things...

The base game was so amazing to me. But the DLC is so bad, and its exclusively because you can't manipulate the hyper space distortions at all. At least let me soft reset.
