Vídeo longo e, em certas alturas, um pouco técnico. O Tribunal de Contas, que tem um papel essencial no país, esteve muito mal. Fez um relatório com erros técnicos (alguns dos quais apontados pelos próprios juízes nas declarações de voto), considerações ideológicas despropositadas e lança suspeitas sobre procedimentos standard nestas operações. Ainda para mais contrariando um primeiro relatório técnico que foi para a gaveta e substituído, anos depois, por este. Tudo muito mau para a imagem de um organismo tão importante como o Tribunal de Contas.
