We’ve received several questions about FPD’s fireworks enforcement on the Fourth of July. As we have mentioned many times in the past, illegal fireworks enforcement has many challenges, outside the control of the Fullerton Police Department, or any other police department for that matter.
We understand the frustration that comes with illegal fireworks. We hear the complaints every year, and they do not fall on deaf ears. The reality is that there is only so much we can do when fireworks are being set off simultaneously throughout the entire city.
It's important to remember that California law requires an officer to personally observe a fireworks violation before a citation can be issued. A video, photo, or report alone from the general public is not enough to support enforcement.
In 2012, Fullerton voters approved Measure X, allowing the use of Safe & Sane fireworks within designated areas of the city. These fireworks may only be used on July 4 between 10:00 a.m. and 10:00 p.m., and only on private property. Violations can result in fines starting at $3,000.
Here's what July 4th looked like for our department:
-Approximately 170 fireworks-related calls were received between 6:00 a.m. on July 4 and 2:00 a.m. on July 5.
-144 of those calls came in between 5:00 p.m. and midnight on July 4th.
-10 citations were issued to individuals who were observed using illegal fireworks.
To address the volume of complaints, we staffed additional officers specifically to focus on the illegal use of fireworks. We also deployed a UAS (drone) to help locate those using illegal fireworks.
The UAS (drone) is an excellent tool for identifying violations, but it does not replace officers. Once a violation is located, officers still have to respond, identify the subject in violation, and issue a citation. While the dedicated fireworks units were handling these calls, patrol officers working also responded, however they were also responding to other incidents requiring a significant amount of police resources police services. Those calls included:
-A robbery and assault with a deadly weapon involving both a firearm and a knife, with injuries to a juvenile
-Family disturbances, including one involving an assault
-A report of a bleeding subject running through the area
-Residential and commercial alarms
-Traffic control for a water main break
-DUI investigations
And the many other calls that come with policing a city on one of the busiest nights of the year.
Our officers worked hard to respond to every call as quickly and safely as possible.
While fireworks complaints are important, life-threatening emergencies will always take priority.

If you’re celebrating the Fourth of July in Fullerton, here’s a quick reminder about the rules:
✅ State-approved Safe and Sane fireworks are allowed ONLY today, July 4th, between 10:00 AM and 10:00 PM.
❌ Any fireworks used before 10:00 AM, after 10:00 PM, or fireworks that are not classified as Safe and Sane are illegal.
💲3000 fines issued for violations.
👀 By law, officers must winess a fireworks violation in order to take enforcement action.
Every year, the Fullerton Police Department receives fireworks calls from neighborhoods throughout the entire city. We know it can sound like fireworks are going off everywhere… because, quite frankly, they usually are.
And while we’re on the subject…
🚨 9-1-1 is for emergencies. Hearing fireworks “somewhere in the neighborhood” is not an emergency and should not be reported through 9-1-1.
📞 Fireworks complaints should be directed to our non-emergency line at (714) 738-3165.
🚓 Our officers are responding to fireworks complaints as quickly as possible, but they are also handling crimes in progress, traffic collisions, and every other call for service that comes in.
Want to help us help you?
✅ Provide an exact address or specific location.
✅ Call while the activity is occurring.
✅ Tell us where you can actually see the fireworks being launched.
Here’s why that matters: if you can only hear the fireworks, it can be incredibly difficult to figure out exactly where they’re coming from. The more specific you can be, the more helpful your report is.
We truly appreciate your patience and understanding today. Our officers will be working hard throughout the holiday to respond to calls, keep everyone safe, and make sure those who need us most get help as quickly as possible.
