🇸🇰🇺🇦 Fico: Yesterday I spoke on the phone with the Ukrainian president. The Ukrainian president asked me to have a phone conversation. Not me. The relationship between me and him is characterized by diametrically different views on a number of topics, including the war in Ukraine itself, the suspended gas transit, and military loans. However, Ukraine and I are neighbors, and this obliges us to conduct a dialogue and seek solutions that will not cause further harm to Slovak-Ukrainian relations. The transit of oil and gas through Ukraine to Central Europe using the Slovak transport network is in our national interests. We must return to this topic during every meeting with the Ukrainian political leadership. We agreed that we would meet in Armenia tomorrow, at least for a few minutes, to prepare the next joint meeting of the Slovak and Ukrainian governments, as well as mutual official visits. The format of joint government meetings is a good tool for supporting mutually beneficial projects.

I held an expanded meeting on key issues related to the export of Ukrainian weapons. The export of Ukrainian weapons will become a reality – we have approved all the details at the level of our state institutions. Currently, our security expertise and weapons, which have been tested in modern warfare, are of interest to all partners capable of ensuring a real level of protection for their statehood and the lives of their citizens. We have proposed to partners who support Ukraine a special format of cooperation – Drone Deals – special agreements on the production and supply of our drones, missiles, ammunition, and other in-demand types of weapons, military equipment, software, integration with partners’ defense systems, as well as the provision of our expertise and the technological exchange needed by Ukraine. Today, I approved the areas for this interstate work and the development of automatic permits for businesses regarding arms exports. The algorithm is absolutely clear: at the interstate level, based on the principle of reciprocity, we define the framework for security cooperation through the relevant agreement. Then the process continues at the level of state institutions and manufacturers. We are simplifying bureaucratic procedures, maintaining an adequate level of export control, and launching practical operating mechanisms for companies. Ukrainian companies will receive a real opportunity to enter partner countries’ markets, provided that our military has the right to receive the necessary volume of weapons first. A surplus of production capacity in Ukraine for certain types of weapons reaches 50 per cent, and this is a direct result of our state investment in Ukraine’s defense industry and our cooperation with partners. I instructed the Ministry of Foreign Affairs, together with our intelligence services and the Security Service of Ukraine, to determine the list of countries to which exports of our weapons are not possible due to their cooperation with the aggressor state. This is a serious challenge – to prevent our technologies and weapons from falling into Russian hands. The National Security and Defense Council of Ukraine will coordinate export processes and act as a guarantor that the needs of Ukraine’s Defense and Security Forces are met first, while only surplus production – what manufacturers can produce beyond the state order in Ukraine – will be exported. The Ministry of Defense of Ukraine and the General Staff will determine the required volumes for the needs of our Defense Forces. I have instructed government officials and the National Security and Defense Council of Ukraine to present to the public the necessary information on the details of our weapons export process. بيان صادر عن الأمانة العامة للمجلس الأعلى للأمن القومي الإيراني: يجب على الشعب الإيراني الشريف أن يعلم أنه ببركة جهاد أبنائه وحضورهم التاريخي في الميدان، فإن العدو منذ أكثر من شهر يتوسل لوقف نيران إيران والمقاومة العنيفة، إلا أن مسؤولي البلاد، وبسبب قرار اتُّخذ منذ البداية يقضي باستمرار الحرب حتى تحقيق الأهداف، ومنها دفع العدو إلى الندم واليأس وإزالة التهديد طويل الأمد عن البلاد، قد رفضوا جميع هذه الطلبات، واستمرت الحرب حتى اليوم الذي يُعدّ اليوم الأربعين. كما أن إيران رفضت حتى الآن عدة مرات المهلات التي قدمها رئيس الولايات المتحدة، وتؤكد باستمرار أنها لا تولي أي أهمية لأي نوع من المهل التي يحددها العدو. ونبشّر اليوم الشعب الإيراني العظيم بأن معظم أهداف الحرب قد تحققت تقريبًا، وأن أبناءكم الشجعان قد دفعوا العدو إلى عجز تاريخي وهزيمة دائمة. إن القرار التاريخي لإيران، المدعوم بإجماع كامل من الشعب، هو الاستمرار في هذه المعركة ما دام ذلك ضروريًا، حتى يتم تثبيت إنجازاتها الكبرى وفرض معادلات أمنية وسياسية جديدة في المنطقة قائمة على الاعتراف بقوة وسيادة إيران ومحور المقاومة. وفي هذا السياق، ووفقًا لتوجيهات قائد الثورة الإسلامية سماحة آية الله السيد مجتبى خامنئي (حفظه الله)، وبمصادقة المجلس الأعلى للأمن القومي، ومع الأخذ بعين الاعتبار تفوق إيران ومحور المقاومة في ساحة المعركة، وعجز العدو عن تنفيذ تهديداته رغم كل ادعاءاته، وقبوله الرسمي بجميع المطالب المشروعة للشعب الإيراني، فقد تقرر إجراء مفاوضات في إسلام آباد لاستكمال التفاصيل، على أن يتم خلال مدة أقصاها 15 يومًا تثبيت انتصار إيران في الميدان سياسيًا أيضًا عبر المفاوضات. وفي هذا الإطار، قامت إيران، مع رفضها لجميع المقترحات المقدمة من العدو، بإعداد خطة من 10 بنود وقدّمتها إلى الطرف الأمريكي عبر باكستان، مؤكدة فيها على نقاط أساسية، من بينها: العبور المنظم عبر مضيق هرمز بالتنسيق مع القوات المسلحة الإيرانية، بما يمنح إيران موقعًا اقتصاديًا وجيوسياسيًا فريدًا؛ وضرورة إنهاء الحرب ضد جميع مكونات محور المقاومة، بما يعني هزيمة تاريخية لعدوانية الكيان الإسرائيلي؛ وانسحاب القوات القتالية الأمريكية من جميع قواعدها ومواقع انتشارها في المنطقة؛ ووضع بروتوكول لعبور آمن في مضيق هرمز يضمن سيطرة إيران وفق الاتفاق؛ ودفع كامل التعويضات لإيران وفق التقديرات؛ ورفع جميع العقوبات الأولية والثانوية وقرارات مجلسي الحكام والأمن؛ والإفراج عن جميع الأموال والأصول الإيرانية المجمدة في الخارج؛ وأخيرًا تثبيت كل هذه البنود في قرار ملزم صادر عن مجلس الأمن. ومن الجدير بالذكر أن إقرار هذا القرار سيحوّل هذه التفاهمات إلى قانون دولي ملزم ويشكل انتصارًا دبلوماسيًا مهمًا للشعب الإيراني. وقد أبلغ رئيس وزراء باكستان إيران أن الطرف الأمريكي، رغم تهديداته الظاهرية، قد قبل بهذه المبادئ كأساس للمفاوضات وخضع لإرادة الشعب الإيراني. وبناءً على ذلك، تقرر على أعلى المستويات أن تدخل إيران في مفاوضات مع الطرف الأمريكي في إسلام آباد لمدة أسبوعين، وعلى أساس هذه المبادئ فقط. ويُؤكد أن ذلك لا يعني نهاية الحرب، إذ إن إيران لن تقبل بإنهائها إلا بعد استكمال تفاصيل هذه المبادئ في المفاوضات النهائية. وستبدأ هذه المفاوضات، مع انعدام كامل للثقة بالطرف الأمريكي، يوم الجمعة 21 فروردين في إسلام آباد، وقد خصصت إيران مدة أسبوعين لها، قابلة للتمديد باتفاق الطرفين. ومن الضروري خلال هذه الفترة الحفاظ على وحدة وطنية كاملة، واستمرار الاحتفالات بالنصر بقوة. إن هذه المفاوضات هي مفاوضات وطنية واستمرار لساحة الميدان، ومن الضروري أن يثق جميع الشعب والنخب والتيارات السياسية بهذه العملية التي تُدار بإشراف قائد الثورة وأعلى مستويات النظام، وأن يدعموها، وأن يتجنبوا بشدة أي تصريحات تثير الفرقة. فإذا ما تحوّل استسلام العدو في الميدان إلى إنجاز سياسي حاسم في المفاوضات، فسنحتفل معًا بهذا النصر التاريخي العظيم، وإلا فسنواصل القتال جنبًا إلى جنب حتى تحقيق جميع مطالب الشعب الإيراني. إن أيدينا على الزناد، وأي خطأ صغير من العدو سيُواجَه برد حاسم وقوي. الأمانة العامة للمجلس الأعلى للأمن القومي 19 فروردين 1405
