As a result of the war we are going through, and because our enemy is extensively using the Iranian “Shahed” drone technology, we have developed our own system. And today, we are sharing what we have developed with countries in the Middle East. Ukraine is highly regarded for this. We have shifted the geopolitical landscape. Everyone understands that Russia is sharing intelligence with Iran. And everyone understands that, in terms of expertise, no one today can help the way Ukraine can. We are discussing several areas to ensure mutually beneficial cooperation. The first area is weapons, production, exchange of experience, and the exchange of resources that may not be available in one country or another. The second track concerns long-term energy cooperation. We're talking about ten-year partnerships. We have already signed a relevant agreement with Saudi Arabia, and we have also signed a ten-year agreement with Qatar. Over these ten years, we will focus on co-production, building manufacturing facilities—production lines in Ukraine and in these countries. We will also address, for example, how to supply a country with diesel in the event of shortages and major global challenges. Yesterday, I reached an agreement on diesel supplies for at least one year. From there, it becomes a matter for our companies and the local companies. From my conversation with journalists (1/3).

We want to prepare drone deals for partners who are helping us, and be prepared for any challenges. A drone deal includes drones, electronic warfare systems, and, most significantly, the complete system of defense. We might not have enough “Patriots”, but we do have a system capable of integrating any defensive lines or layers. And this is the most valuable asset Ukraine possesses today: the experience of our military. If we want Ukraine to be treated at a high level, it is more than only drones; it is our specialists and our military. The combination of experienced military personnel with private and public sectors in one system is exactly what we should offer as a long-term export model—so that the private sector, the state, and our military all benefit. When I travel outside of Ukraine, I get daily intelligence updates online. This morning, I was briefed that U.S. military facilities in the Middle East and the Gulf region were photographed by Russian satellites in the interests of Iran. On March 24th, they imaged the U.S.–UK joint military facility on Diego Garcia located in the Chagos Archipelago in the Indian Ocean. They also captured pictures of Kuwait International Airport and parts of the infrastructure of the Greater Burgan oil field. On March 25th, they took pictures of the Prince Sultan Air Base in Saudi Arabia. The Shaybah oil and gas field in Saudi Arabia, İncirlik Air Base in Türkiye, and Al Udeid Air Base in Qatar were all imaged on March 26th. There are no Ukrainian facilities on this list. But who is helping whom when sanctions are lifted from an aggressor that earns daily revenue and provides intelligence for strikes against American, Middle Eastern, UK, and U.S.–UK bases and so on? When surveillance is carried out over facilities in Ukraine, we always understand that they must be protected, since plans are in motion to destroy them – energy and water infrastructure, military facilities, and so on. Everyone knows that repeated reconnaissance indicates preparations for strikes. How can sanctions be eased if this is what the Russians are doing? There must be pressure on the aggressor. And lifting sanctions is certainly not pressure. It looks strange. Sanctions are being lifted, while the aggressor is providing intelligence to strike facilities, including those of the countries that are discussing or have already lifted sanctions. BREAKING: The United States just took over $126 million from Switzerland’s fighter jet account to cover missile shortfalls in the Iran war. Switzerland did not approve this. Switzerland did not consent. Switzerland had already frozen its Patriot payments after learning deliveries would be delayed four to five years. The US circumvented the freeze. SRF, Switzerland’s national broadcaster, reported on March 26 that Washington redirected Swiss funds originally allocated for 36 F-35 fighter jets to cover Patriot air defence shortfalls using the Foreign Military Sales pooled trust fund, a structure that allows the Pentagon to reallocate payments across a buyer’s contracts without that buyer’s permission. Swiss armaments chief Urs Loher confirmed the diverted amount is a “low three-digit million” Swiss francs and called the situation “very unsatisfactory.” The money Switzerland paid for jets is now subsidising a war Switzerland refused to participate in. Bern halted new arms exports to the US on March 20 citing the Iran conflict. Switzerland rejected two US military flyover requests linked to Iran operations. Two hundred years of armed neutrality, and Washington reached into the account anyway. Here is why. The United States fired 943 Patriot interceptors defending Gulf states in the first four days of Operation Epic Fury per a US Congressional study cited by the Jerusalem Post last week. Lockheed Martin and Boeing produce 620 Patriot interceptors per year combined. In four days, America burned through eighteen months of global Patriot production. The war has consumed roughly one-third of the entire THAAD missile stockpile. Annual THAAD production does not exceed 100 units. The cost asymmetry is what makes the depletion irreversible at current production rates. Each PAC-3 interceptor costs $3.9 million. Each Iranian Shahed drone costs between $20,000 and $50,000. The cost exchange ratio is 114 to 1 in Iran’s favour per Military Times. Iran manufactures an estimated 10,000 Shaheds per month per Reuters. America produces 620 interceptors per year. Iran builds more drones in a single week than the United States builds interceptors in an entire year. Every interceptor fired in the Gulf is one that cannot be delivered to Switzerland, Ukraine, Taiwan, Japan, or Poland. The State Department warned allies on March 27 that Patriot deliveries to Ukraine would face disruptions as the Pentagon prioritises Iran per Quiver Quantitative. Senator Chris Murphy said on record: “We’ve been told again and again one reason we can’t provide interceptors for the Patriot system for Ukraine is that they’re in short supply.” Lockheed signed a framework to quadruple production to 2,000 units per year. That capacity will not arrive for six to seven years. The Pentagon has asked Congress to shift $1.5 billion from other programmes to accelerate procurement per Bloomberg. None of this helps now. The interceptors are depleting now. The allied accounts are being raided now. Switzerland is considering reducing its F-35 order from 36 to 30 jets and accelerating evaluation of European alternatives per Bluewin and Global Defense Corp. Swiss parliamentarians have called the redirection “an unacceptable violation of procurement sovereignty.” The Swiss parliament is preparing formal hearings. Switzerland is the canary. A neutral country with two centuries of armed neutrality just had its fighter jet money taken without consent to feed a four-week-old war that burns 18 months of interceptor production every 96 hours. BREAKING: Qatar just signed a 10-year defence co-production agreement with Ukraine. Not an advisory partnership. Not a training exchange. Co-production facilities. Joint defence industry projects. Technological partnerships between companies. Signed by the Chiefs of General Staff of both nations on March 28 per Zelensky’s verified account and Qatar News Agency. Qatar shares the world’s largest natural gas field with Iran. The North Field / South Pars reservoir holds 1,800 trillion cubic feet of gas per the IEA. Two-thirds lies in Qatari waters. Ten days ago, Iran hit Ras Laffan Industrial City, the facility that processes all the gas from Qatar’s side of their shared field per CNN and QatarEnergy. Seventeen percent of Qatar’s LNG capacity is offline for three to five years. Fourteen percent of helium exports are cut. Force majeure declared. Iran bombed the other half of its own shared gas field. And now Qatar is building weapons factories with the country that mastered killing the drone Iran used to do it. The drone is the Shahed-136. Iran designed it. Russia industrialised it. Russia fired it at Ukrainian cities for four years. Ukraine developed the $2,100 Sting interceptor that kills it at a 70 percent rate. Zelensky told The National he can deliver 1,000 interceptors per day. The 10-year deal ensures Qatar will not just buy these weapons. It will manufacture them on Qatari soil with Ukrainian technology. This is the first time in the history of this war that a Gulf state has committed to building the production line, not just purchasing the product. Saudi Arabia signed a defence cooperation agreement on March 27. The UAE agreed to security cooperation on March 28. But Qatar went further. Co-production means factories. Factories mean sovereignty over supply. Qatar will no longer depend on anyone for the weapon that protects the gas field that powers 30 percent of the world’s helium. Zelensky met Amir Sheikh Tamim bin Hamad Al Thani and Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani. He updated them on Russia’s ongoing attacks and its cooperation with the Iranian regime. He told them air defence remains Ukraine’s absolute priority. Then he asked for what he has asked every Gulf leader this week: Patriot missiles that the Gulf possesses and that Ukraine desperately needs to stop Russian missiles that use the same guidance components from the same Chinese rare earth processing chain. The exchange is now visible across three countries in 48 hours. Ukraine gives cheap interceptors and expertise. Gulf states give expensive missiles and investment. Ukraine gets what it needs for Russia. The Gulf gets what it needs for Iran. And the drone that connects both wars, the Shahed that Iran designed and Russia upgraded, becomes the mechanism through which two separate conflicts merge into a single weapons economy. Trump called Zelensky “the greatest salesman on Earth.” In 48 hours, Zelensky signed three defence agreements across three Gulf capitals, secured a 10-year industrial partnership, deployed over 200 specialists, and positioned Ukraine as the sole provider of the one capability America’s $3.9 million Patriot cannot replicate: cheap, high-volume, battle-proven drone interception at $2,100 per unit. The country America said it did not need just locked in a decade of Gulf defence contracts while America raids Swiss accounts to cover its own interceptor shortfall. Iran and Qatar share the North Field / South Pars, the largest natural gas reservoir on earth. It holds 1,800 trillion cubic feet of gas, enough to supply the world for 13 years per Reuters and the IEA. Two-thirds sits in Qatari waters. One-third in Iranian waters. It is one geological structure divided by a maritime border. On March 18, after Israel struck South Pars infrastructure on the Iranian side, Iran retaliated by hitting Ras Laffan Industrial City on the Qatari side per CNN and QatarEnergy. The facility that processes all the gas from Qatar’s share of their joint field was struck by missiles from the country that shares the field. QatarEnergy declared force majeure. Seventeen percent of Qatar’s LNG capacity is offline for three to five years. Fourteen percent of Qatar’s helium exports have been cut. Qatar supplies 30 percent of the world’s helium, the gas that cools quantum computers, MRI machines, semiconductor fabs, and SpaceX rockets. Iran bombed the other half of its own gas field. Now Zelensky is in Doha offering to protect what remains. And the weapon Iran is using to attack Qatar is the weapon Zelensky spent four years learning to destroy. Iran designed the Shahed-136 kamikaze drone. Iran gave the design to Russia. Russia industrialized it, upgraded the navigation, added anti-jamming modules sourced from Chinese components, renamed it the Geran-2, and fired thousands of them at Ukrainian cities for four years. Ukraine developed the $2,100 FPV interceptor that kills the Shahed at a 70 percent rate per Forces News and Militarnyi. Ukraine trained over 7,000 operators on battlefield-proven simulators. Ukraine deployed 201 specialists across the Gulf states per Zelensky’s own count. Iran invented the drone. Russia upgraded it. Ukraine learned to kill it. Iran is now firing it at Qatar. Zelensky just arrived to close the loop. The cost arithmetic makes the circle complete. Qatar and its Gulf allies have been intercepting Iranian Shaheds with $3.9 million Patriot missiles per Military Times. The cost exchange ratio is 114 to 1 in Iran’s favour. Zelensky is offering Sting interceptors at $2,100 per unit, 1,000 per day, inverting the ratio to roughly 10 to 1 against Iran. He told The National: “No matter how many Patriots, THAADs, or other air-defence systems are in the Middle East, that alone is not enough for fully effective air defence.” He is right. And the reason he is right is that the drone Qatar is trying to stop was designed in Tehran, upgraded in Moscow, and defeated in Kyiv before it ever arrived over Ras Laffan. Nobody on earth has more operational experience against this specific weapon than Ukraine. Not America. Not Israel. Not the Gulf states. Four years and thousands of engagements built the institutional knowledge that Zelensky just carried into Doha. Zelensky told reporters: “Real security is built on partnership.” In return he wants Patriot missiles for Ukraine’s own defence against Russia, financial support for reconstruction, and investment in Ukrainian drone production per Al Jazeera. The country that invented the drone is bombing the gas field it shares with its neighbour. The country that learned to kill the drone just arrived to defend that neighbour. In exchange, Ukraine wants the Patriot missiles the Gulf states are burning through, because Kyiv cannot get enough of them to stop Russian missiles. Read that again. The country America refused to arm fast enough is now arming America’s allies with a weapon that costs 1,857 times less than the one America cannot produce fast enough. The National reported on March 27 that Zelensky told reporters: “We’d like to quietly receive the Patriot missiles we have a deficit of, and give them a corresponding number of interceptors.” AFP confirmed the UAE agreement on March 28. Eleven countries have formally requested Ukraine’s drone defence expertise per Zelensky’s own count. Over 200 Ukrainian military specialists are already deployed across the UAE, Qatar, Saudi Arabia, Kuwait, and Jordan. Here is the arithmetic that should terrify every Pentagon procurement officer on earth. For the first time in this war, the defender’s production rate exceeds the attacker’s production rate at a fraction of the cost. And the country that built this weapon is the same country that Trump publicly rejected. “No, they are not helping. We do not need their help. We know more about drones than anyone else” per Fox News. He doubled down: “The last person we need help from is Zelensky.” Meanwhile the Pentagon notified Congress of plans to redirect $750 million in Ukraine-bound Patriot missiles to Gulf states per House of Saud reporting. America is simultaneously refusing Ukraine’s cheap solution and cannibalising Ukraine’s expensive one. Zelensky framed this explicitly. He told The National: “No matter how many Patriots, THAADs, or other air-defence systems are in the Middle East, that alone is not enough for fully effective air defence.” He told the UK Parliament: “When it comes to shooting down massive Shahed attacks, only Ukrainian experience can really help with this today.” The Pentagon is spending $3.9 million per interception, raiding Swiss fighter jet accounts to cover shortfalls, and diverting Ukraine’s own Patriot supply to the Gulf. Zelensky is offering the same result for $2,100 and producing 1,000 units per day. The market has a word for this kind of disruption. The $2,100 drone is the most important weapon in this war.
