Pick all the dirts from all the grains 2.Soak your grains for 2days, inorder to allow it to ferment(without soyabeans) Change the water daily to prevent it from having bad odour 3. on the day you want to grind Soak your soybeans with hot water, to remove the hull 4. After you have dehull the soybeans, add it to your fermented and rinsed grains (millet maize etc) 5. Add your roasted groundnut or cashewnuts and the dates to your grains combo(soyabeans and millet etc) 6. Then take it to the milling machine for milling Then FILTER 7. He asserts that CIPM remain steadfast in developing high professional competence through its rigorous certification programme and extensive education as well as unwavering commitment to professional development by engaging with both public and private sector to shape the direction of HRM in the country. This is in addition to the institute’s further collaboration with OHCSF on Performance management and current proposal on capacity building awaiting approval. Mojeed stated further that their coming to FCSC is to support and contribute to the advancement of civil service as CIPM cultivated a cadre of HR professionals in Public Service that exemplifies standard of competence and integrity. Press Release Olaopa advocates for a return to traditional bureaucratic value for effective civil service. Public Service which has been described as an important means through which government discharges its national responsibilities to the citizen can only work unless we go back to the basic public administration structural elements. Prof. Olaopa said reforms in Civil Service has not worked because the foundation is faulty. He stated this in his office on Tuesday when he received a delegation of Chartered Institute of Personnel Management (CIPM) on a courtesy call. Hon. Chairman said until those foundation that sustain the civil service in its glorious days are returned we are just deceiving ourselves. According to him, a lot of house cleaning needs to be carried out as well as bringing back competency based human resources practice; not only merit in human resources recruitment but merit in every leg of human resources will enhance performance in public service. He added, “Performance management cannot be successfully implemented until the basic rules of management system is revived” and put in place that will birth modernized, digitized and value based public administration system to aid renew hope agenda of President Bola Ahmed Tinubu. Olaopa described Chartered institute of Personnel Management (CIPM) as a familiar terrain which he eminently belong. He said he was aware of some evolving collaboration between Office of the Head of the Civil Service of the Federation, Bureau of Public Service Reforms (BPSR), CIPM and other similar institutions. Chairman disclosed that rapid assessment of the Commission being conducted will form the baseline of reform ideas for the purpose of rolling out Commission’s reform program. He stated that what he unearth from the ongoing rapid assessment revealed the need for a significant re-thinking particularly as it effects the core-mandates of the Commission as human resource hub and human resources professionalism. While commending CIPM for their growing profile and achievements, he equally salute the efforts of DG (BPSR) Mallam Dasuki Arabi for leading CIPM Governing Council to his office. He praised intellectual leadership Arabi provides at the agency saying that it is highly significant. Olaopa revealed that monthly seminar will start at the Commission as a prelude to FCSC’s strategic re-engineering which CIPM will play an important role in it. He added that Commission will partner with CIPM to achieve various roll-outs on FCSC strategic reorganization. Speaking earlier, the Governing Council-Chairman of CIPM, Mr. Olusegun Mojeed thanked the FCSC Chairman for receiving them at a very short notice in spite of his busy schedules. He congratulated Prof. Olaopa for his well-deserved appointment as the Chairman of the Commission saying that the only reward for good work is more work. Flanked by other members of the Council, the Chairman said CIPM visits to the Commission is in response to the commendable memorandum by the Office of the Head of the Civil Service of the Federation articulating its visionary strategies for the professionalization of human resources management in the Federal Civil Service. It is also to recognize FCSC commitment to fostering excellence, efficiency and professionalism within the public service through a directive mandating professional certification as precondition for deployment to or taking up Directorate level rules in HR related department which is a testament to the Commission’s dedication to elevation of standard of HRM profession in Nigeria.

Press Release FCSC Chairman moves for targeted recruitment to inject high-end skills into the Commission. The Chairman has disclosed to the staff of the Commission at the ongoing interactive meeting that beefing up the organisation with high-end skills for optimum performance will be his objective. He identified the immediate capability enhancing measures proposed to include targeted recruitment to inject high-end skills to beef up their organizational IQ and fill consequential vacancies arising from the prolonged embargo on recruitment and exit of core professionals. He added that technical support and handholding by a consortium of firms and experts operating in special programme management offices (PMO) to keep the implementation of the Renewed Hope Agenda of the FGN on track even while the longer term work of reviewing and strengthening the performance capability of the MDAs is ongoing. He noted that it was as part of this reform push that he presented and facilitated at the Retreat of the Office of the Special Adviser to the President on Policy and Coordination with MDAs Service Delivery Managers, where the focus was to enhance the capability of the managers to deliver on the performance bonds signed by their principals with His Excellency, President Bola Ahmed Tinubu. Press Release Nigeria civil service must work towards a more productive Service delivery -Prof. Tunji Olaopa, NOPM. ----emphasizes competency based human resources management in the public service. Drawing the curtain on the week-long interactive sessions meeting with the Staff which started on Tuesday 30th January 2024 at the Commission, the Chairman of the Commission Prof. Olaopa has re- emphasized the need for a competency based human resources management in the public service; saying that civil service must work towards a more productive Service delivery. Chairman disclosed that the civil service must be made to work by making the recruitment modality and promotion to become the baseline for transforming the intelligent quotient of the public officers. According to him, the meeting served two basic objectives which is: as a forum to communicate his policies to the management and as an venue to share and discuss the expectations of the President and Commander in chief of the armed Forces President Bola Armed Timubu. The Chairman observed that all Commissioners and management staff who constitute the new FCSC leadership have taken this very loaded charge from the President as a joint responsibility. Hence. the immediate assessment of factors that affect the productivity and to reduce waste in the system. He told the gathering that he has harvested various challenges and inhibitions highlighted by staff in his interactions with them. He assured the staff of taking such issues to appropriate quarters in order to get possible solutions notwithstanding the fact that a lot needs to be done towards resolving the structural and systematic vices that hinder the federal civil service from functioning efficiently as it ought to be. He also said that performance based assessment should be put in place to ensure that the best and most competent officers get to the top as opposed to too few people working so hard or too many people achieving so little. Olaopa identified several structural constraints that limited the efficient and effective function of the federal bureaucracy; which includes limited capabilities in planning, policy design and implementation, project management, performance monitoring, evaluation and reporting. “Many of these are systemic issues that must be resolved before the civil servant can be expected to deliver”. As he encouraged staff to desist from any act that will tarnish the image of the Commission, he promised that the interactive meetings will be a regular event; saying that the Commission and Head of the Civil Service of Federation including other agencies will continue to collaborate achieve the desired competency based human resource management in the Federal Civil Service. Press Release Advocacy alone is not enough. Seek support and cooperation of the citizens to achieve improved service delivery-Prof. Olaopa, advises Servicom. Receiving the National Coordinator of Servicom, Mrs Nnenna Akajimeli in his office on Thursday, the Chairman, Federal Civil Service Commission (FCSC) has described Servicom as organization that enables proactive service to the people. He urged the organization to deepen its collaboration with the citizens and MDAs; as advocacy alone is not enough to help the organization achieve improved service delivery in line with Renewed Hope Agenda of the President, Bola Ahmed Tinubu. Olaopa expressed his delight in seeing Servicom not only continuing but up and running right from the time it was established. While commending Servicom National Coordinator for a job well done, he disclosed that Servicom Office at the Federal Civil Service Commission is a testament to the efforts of Servicom to achieve its service delivery objectives. Speaking earlier, Akajimeli said she came with her team to felicitate with the Chairman on his well-deserved appointment. She appreciated Olaopa for his efforts on sustainable and visible service improvement around government business. As she solicited for maximum support from the Commission, she revealed that Chairman has been a staunch supporter of Servicom vision from the onset. The Coordinator disclosed that Servicom as a customer service arm that runs government business; equally makes every MDA that runs government business a stakeholders. She informed the Chairman that a reviewed draft bill will soon be presented to the National Assembly that when signed into law will strengthen service delivery in Nigeria; saying that inputs of the Chairman in the proposed bill is important. He urged the Chairman to empower and enrich the Servicom office in the Commission in order to serve people better. She observed that, the prevailing service delivery in the Commission needs to be improved in terms of lifting the embargo on employment, introducing e-power processing of registration forms and other official activities to reduce human contact including transparent discipline program and a fulfillment of the promise of carrying on yearly promotion of civil servants. She stated that draft Service Charter on the FCSC will be presented to the Chairman for endorsement to help redress and get possible feedback from consumers; coupled with quarterly performance reporting breakfast meeting to gauge the quality of service rendered to them. According to her, people centered campaigns have been set up to enable service-takers call in and complain or tell of areas they have been infringed upon or where they have really been impressed. She disclosed that, “Brekete family” – a radio program on Human Right Radio 101.5 FM Abuja has been a platform on “The Servicom Help Desk” to further push this campaign.
