No cap, I’ve used both models and can affirm Opus 4.6 benchmarks Codex 5.3 max. Quality-wise, Anthropic wins, but users shouldn’t paint one as evil or not when both truly are from same mums. This is all about market share and deal price.

The DOW had priced the OpenAI deal better than that of Anthropic. OpenAI has about 900 million weekly users and Anthropic about 15-30 million/month. The government had weighed in this for the pricing - although they’re being mistakened, qualifying quantity for quality.

Under the hood, I perceive Anthropic’s safety claims are rather masked - the DOW was actually going to grant both parties the contract either ways, and I firmly believe what’s truly fought against is the deal price.
