Spain didn’t deny the US anything. It declined to allow its territory to be used for a military operation it wasn’t consulted on and doesn’t support.
NATO is a mutual defense alliance, not a permission slip for unilateral American military adventures in the Middle East. Article 5 cuts both ways, but it says nothing about member states being obligated to facilitate operations outside the treaty area that they haven’t agreed to.
