In Rabat, Morocco last December, I had the opportunity to once again engage with legislative leaders from across Africa at the 3rd General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL). As the inaugural Chairman, it is particularly rewarding to see how the organisation has grown, welcoming more member states into its fold and establishing a permanent Secretariat in Abuja to drive and sustain its work. It reinforces my belief that African legislative leaders, working together, can play a decisive role in strengthening democratic institutions and shaping the future of our continent. Africa’s story is still being written and our legislative leaders have a critical role to play in shaping it. I remain optimistic about what we can achieve when we work together with purpose and conviction through CoSPAL.

The committee will also assess the legal status, ownership structure, and contractual obligations of the Niger Delta Power Holding Company (NDPHC) and National Integrated Power Project (NIPP) assets, including the Omotosho, Olorunshogo, and Ihovbor plants, which GAMCO plans to use for its pilot phase. It will evaluate the interface between GAMCO’s proposed mandate and the statutory functions of the Nigeria Electricity Regulatory Commission, and determine the fiscal, financial, and market implications of the proposal, including subsidy exposure, market liquidity, and revenue frameworks. In addition, the committee will determine whether the establishment and operationalisation of GAMCO require amendments to primary legislation, subsidy regulations, and executive directives. The Chief of Staff to the President is the Chairman of the Committee, with the Attorney–General of the Federation and Minister of Justice, and the Ministers of Power, Works, and Finance as members. Others include the Ministers of Communication and Digital Economy, Science, Technology and Innovation, Aviation and Aerospace Development, the Minister of State (Petroleum), the Chairman of the Nigeria Revenue Service, and energy expert Professor Yemi Oke. The Permanent Secretary of the Cabinet Affairs Office, Dr John Chidiebere Ezeamama, is the committee’s secretary. The Grid Asset Management Company Limited (GAMCO) aims to recover and optimise stranded power generation using the Benin-Lagos transmission corridor as a pilot phase. The initiative will address Nigeria’s power sector challenges through optimisation, private capital mobilisation, and disciplined asset management, ultimately improving electricity reliability and national competitiveness. The Federal Government will fully own GAMCO as a commercial venture, with the shares held by the Ministry of Finance Incorporated. The company will modernise transmission evacuation, starting from the most critical axis within Nigeria’s power system. The Benin-Lagos transmission corridor evacuates bulk power supply to Ogun and Lagos states, Nigeria’s largest industrial and commercial centres. The pilot phase will focus on optimising power output from the Omotosho, Olorunsogo and Ihovbor National Integrated Power Plants (NIPP plants). Omotoso’s installed capacity is 513MW, Olorunsogo’s 754 MW, and Ihovbor’s 508 MW. GAMCO projects to recover at least 1,600 MW within 18-24 months, alongside the development of a new high-capacity 330V+ double-circuit transmission line along the same corridor. The success of the new company during the pilot phase will lead to the establishment of a scalable model that can be extended across additional plants and corridors, forming the backbone of long-term grid stabilisation and expansion. At present, substantial Federal Government investment in NIPP generation assets remains under-optimised due to operational inefficiencies and transmission evacuation bottlenecks, resulting in stranded capacity and suboptimal return on public capital. GAMCO plans to unlock the stranded power of the three selected NIPP and develop a parallel high-capacity transmission corridor along the Benin-Lagos axis, thus translating underperforming national assets into reliably delivered megawatts. As proposed, the Niger Delta Power Holding Company will grant GAMCO the concession and lease arrangements for the three plants. TCN will grant GAMCO the right to develop, finance, and operate a greenfield 330KV+ double-circuit independent power transmission line along the identified corridor. The ultimate aim of the initiative is to enhance industrial productivity, safeguard jobs, improve investor confidence, and boost welfare outcomes for Nigerian households, aligning with the Renewed Hope Agenda of the Tinubu administration. President Bola Tinubu on Friday constituted an 11-member committee to ensure the smooth sailing incorporation of the Grid Asset Management Company Limited (GAMCO). The constitution of the committee followed the Federal Executive Council’s approval for the establishment of the company at its Wednesday meeting. In proposing GAMCO, President Tinubu hopes to fast-track a quick-fix solution to the endemic problems of stranded power, grid management and transmission in the country’s electricity sector. The Chief of Staff to the President, Femi Gbajabiamila, who performed the inauguration on behalf of the President, said the committee was critical to the realisation of President Tinubu’s aspirations in Nigeria’s power sector. “The proposed establishment of GAMCO is one of the revolutionary steps taken by Mr President and this administration in the all – important power sector. We are here for the inauguration of the Committee on Grid Asset Management Company (GAMCO), which is basically to optimise and revolutionise power generation, and in particular, the grid and transmission sector,” the Chief of Staff said. He called on members to align with the President’s vision in proposing the formation of GAMCO and to stick to the committee’s mandate. The Chief of Staff said the committee will conduct a comprehensive review of existing laws, regulations, policies, and institutional frameworks governing the electricity value chain, including generation, transmission, distribution, and market operations. It will examine the implications of the Electricity Reform Laws (2025) and related unbundling arrangements on asset ownership, management, and regulatory oversight. It will identify areas of conflict, overlap, or inconsistency between the proposed GAMCO framework and extant legal and regulatory instruments.

NIGERIA POISED FOR LANDMARK NATIONAL SINGLE WINDOW LAUNCH ON MARCH 27 Nigeria will launch the highly anticipated National Single Window (NSW) platform on March 27, a move described by the Chief of Staff to the President, Femi Gbajabiamila, as a “monumental” step in transforming the country’s trade ecosystem. Gbajabiamila disclosed this during a stakeholders’ meeting at the State House, Abuja, attended by ministers, agency heads, and key officials. He said the initiative, first launched by President Bola Ahmed Tinubu nearly two years ago, is a far-reaching fiscal reform that will streamline trade procedures, improve efficiency, and enhance Nigeria’s competitiveness. “We are about to launch yet another reform, fiscal reform by this administration, which in its nature will be very transformational. “As the name suggests, it is a single national window as opposed to multiple single windows. “This meeting is to review the progress we have made and get your commitment that we will manage this transition smoothly. The Chief of Staff commended the dedication and professionalism of the Central Bank, the Nigeria Revenue Service, the Nigeria Customs Service and other agencies involved. Earlier in his presentation, the NSW Coordinator, Mr Tola Fakolade, urged agencies to intensify support in the final 23 days before the "go-live" as scheduled. According to him, the first phase will enable online processing of import permits, electronic submission of cargo manifests, and the introduction of a centralised risk management system. He added that nationwide user training is ongoing, and pilot testing will soon be conducted to ensure a smooth rollout. Fakolade added that cargo manifests would be submitted electronically and transmitted automatically to relevant agencies without human intervention. “The support that we need from each of the agencies is even more critical now. Documents will be submitted once and shared with all relevant agencies without duplication,” he said. Coordinating Minister of the Economy and Minister of Finance, Wale Edun, reaffirmed the ministry’s commitment to the project. “This is a growth-enhancing and growth-enabling project. What is required of the Ministry of Finance, we will definitely do,” he said. Jumoke Oduwole, Minister of Industry, Trade and Investment, reiterated the ministry’s full support, calling the project a critical pillar of the Renewed Hope Agenda. She stressed that the initiative is long overdue and promised active collaboration with relevant agencies over the next three weeks to sensitise traders, importers, and exporters. The Governor of the Central Bank, Olayemi Cardoso, also pledged the Bank’s full support, highlighting the importance of closing Nigeria’s trade facilitation gap with other countries. Similarly, Chairman of the Nigeria Revenue Service, Zacch Adedeji, called for stronger coordination and political will, proposing that the Minister of Trade lead the 23-day implementation phase to ensure seamless delivery. Comptroller-General of Customs, Bashir Adeniyi, described the NSW project as a historic milestone, emphasising direct engagement with stakeholders and full collaboration to guarantee success. At the end of the meeting, the Minister of Industry, Trade and Investment was mandated to lead the implementation phase to ensure a smooth and successful launch on March 27. Agencies represented, apart from the Nigeria Customs Service (NCS), were the Standards Organisation of Nigeria (SON), the Nigerian Maritime Administration and Safety Agency (NIMASA), the Nigerian Ports Authority (NPA), and the National Agency for Food and Drug Administration and Control (NAFDAC). STATEHOUSE PRESS RELEASE PRESIDENCY BACKS SPECIAL COMMITTEE’S DRIVE AGAINST SOCIAL VICES IN SCHOOLS The Chief of Staff to the President, Femi Gbajabiamila, has reaffirmed the Presidency’s support for the Special Committee on Campaign Against Social Vices in Secondary and Tertiary Institutions, describing its mandate as critical to Nigeria’s future. Gbajabiamila @femigbaja gave the assurance, Thursday, during a meeting with members of the committee led by its chairman, Professor Jerry Ugokwe at the State House, Abuja. He expressed confidence in the integrity and capacity of the committee, noting that its designation as a “special committee” underscores the importance of its assignment, which centres on the wellbeing and moral development of young Nigerians. The Chief of Staff warned that rising social vices among youths constitute a growing national concern, stressing that although young people are often described as the future, deliberate and coordinated action is required to secure that future. According to him, many of the Federal Government’s ongoing reforms are forward-looking and targeted at the younger generation, cautioning that failure to properly guide and support youths could undermine the long-term gains of those reforms. Gbajabiamila emphasised that tackling the menace requires a whole-of-society approach involving parents, teachers, religious leaders, communities and relevant institutions. He noted that the challenge has assumed near-pandemic proportions globally. “It takes a community to raise a child, it’s not just about the parents anymore, it’s about the clergy, your neighbour, the teachers, so we all stand in locus parentis for the children. “We cannot sit-back and do nothing and expect this country to grow or develop if you do not start from the foundation”, he noted. He also underscored the strong link between law and morality, describing moral re-orientation as fundamental to addressing social vices in schools and campuses. The Chief of Staff highlighted that government of the day has introduced policies and reforms targeted at youths and encouraged them to take advantage of the windows of opportunities offered. While urging the committee to think innovatively and adapt to changing realities, Gbajabiamila drew from his experience of engaging students directly through school visits, saying such interactions have produced positive feedback. He assured the committee of the Federal Government’s readiness to collaborate, adding that efforts would be made to mobilise support from corporate organisations through Corporate Social Responsibility initiatives and to explore possible budgetary provisions. As a demonstration of personal commitment, he announced a ₦50 million seed donation to support the committee’s work, to be released in two tranches beginning with ₦25 million. He further assured members that his office would remain open for sustained engagement. Earlier, the Chairman of the Committee, Professor Jerry Ugokwe, expressed appreciation for the audience and for the vision behind the committee’s establishment. He said the initiative reflects the Federal Government’s commitment to confronting social vices among Nigerian students through a structured presidential intervention, describing youth moral wellbeing as a national priority requiring sustained institutional attention. Professor Ugokwe explained that the committee’s mandate includes identifying and addressing social vices in schools, promoting discipline and responsible leadership, and collaborating with institutional authorities and security agencies to combat cultism, drug abuse, examination malpractice, cybercrime and related offences. Your decision to organise this induction program to prepare yourselves for your present assignment is evidence of your understanding of the critical role assigned to you and the need to serve those roles with integrity, dedication and capacity. You have started well, and I look forward to supporting you throughout your term in office as we continue to serve Nigeria together. The Federal Character Commission (FCC) is one of the federal executive bodies established by the Constitution of the Federal Republic of Nigeria, 1999 (as amended), to assist the President of the Federal Republic of Nigeria in executing his duties to the country and to the Constitution on which it stands. The Federal Character Commission occupies a uniquely strategic place in our national architecture. The framers of our constitution appreciated the need to incorporate mechanisms to manage our tribal, religious, and ethnic diversity within a framework that expressly recognises this diversity and actively seeks to ensure it is reflected in the composition of our federal government and its agencies. Nigeria is a nation shaped by many peoples, cultures, languages, and histories. Managing this diversity fairly is both a political necessity and a moral obligation. The FCC exists to ensure that our country fulfils this constitutional duty and that no part of the country is left out of its present and future. Your work ensures that public institutions reflect the collective ownership of all Nigerians, regardless of state, ethnicity, faith, or region, so that every citizen sees the nation’s institutions as their own. As such, your selection to serve at this level is both an honour and a profound responsibility. It reflects Mr President’s confidence in your experience, your integrity, and your capacity to contribute meaningfully to Nigeria’s progress at a critical time in our national journey. A few weeks ago, I had the honour of addressing the National Forum of Former Legislators (NFFL). We discussed national unity and nation building, and I shared with my former colleagues that “National unity is not an abstract moral aspiration. It is a strategic necessity. It is the foundation upon which economic resilience, national security, social stability, and international credibility are built. Without unity, development plans falter, reforms lose momentum, and the promise of prosperity recedes further from reach.”
