Yesterday afternoon in Kigali, two heads of state took the Africa CEO Forum stage to answer one question: can Africa turn its continental alliances into real strategic assets? H.E. Bola Ahmed Tinubu (@NGRPresident) and H.E. Brice Clotaire Oligui Nguema (@PresidenceGA), moderated by Zeinab Badawi, delivered a no-nonsense conversation. Three strong convictions: 1. "Put your money where your mouth is." Finally activate the AfCFTA, which has sat on the drawing board for too long. 2. End of the extractive era. No more scavengers. Time for partners who add value on African soil: manganese transformation in Gabon, crude refining in Nigeria, priced in naira rather than dollars. 3. Financial sovereignty. Recapitalising Nigerian institutions, building a continental commodities exchange, launching an African credit rating agency. Africa must stop depending on how others see it. No country in history has been developed by outsiders. 💬 "We cannot continue to spend our future generations' endowment before they were born." 🇳🇬 With that line, His Excellency Bola Ahmed Tinubu, President of the Federal Republic of Nigeria, framed the reform doctrine he came to defend on the main stage of the Africa CEO Forum Annual Summit in Kigali. ⚖️ Three years into the most consequential economic reset Africa's largest economy has attempted in a generation, the elimination of the fuel subsidy regime and the unification of the naira, President Tinubu offered no hedging. The temptation to ease the pressure as the 2027 elections come into view was put to him directly. His answer left no ambiguity. The reforms were not a political choice, they were a fiscal necessity. A subsidy system that fuelled smuggling, falsification and waste could not coexist with a country trying to compete in a global economy. 📊 The diagnostic he laid out was stark. When his administration took office in May 2023, twenty-seven of Nigeria's thirty-six states were unable to pay their workers' salaries. A country without a single functioning refinery was subsidising imported petroleum on borrowed money. The fiscal architecture was, in his own words, on the verge of bankruptcy. Resetting, recalibrating and reforming was the only path consistent with the long-term interests of the country. 🌍 The deeper message lands squarely in the pan-African capitalism conversation Kigali has been amplifying all week. Sovereignty is not a slogan, it is built through difficult fiscal decisions taken when the political cycle is least forgiving. Tinubu's framing was characteristically vivid. The reform process, he said, is like a woman carrying a pregnancy through the pain of labour, there is no shortcut to delivery. 🇷🇼 The question Kigali is putting on the table is no longer whether African leaders can articulate reform. 💬 "A citizen that pays taxes is a citizen. If you are not a taxpayer, and not exempted, then you are not a citizen." 🇳🇬 With that uncompromising definition, His Excellency Bola Ahmed Tinubu, President of the Federal Republic of Nigeria, redefined the social contract from the main stage of the Africa CEO Forum Annual Summit in Kigali. ⚖️ The President spoke as a man who knows the file intimately. He had personally driven tax reform as Governor of Lagos State, transforming what was then a fiscally fragile sub-national into Nigeria's most autonomous fiscal jurisdiction. The architect of his current federal tax reform, Finance Minister Wale Edun, was sitting in the front row, the very person whose work has reshaped Nigeria's revenue architecture over the past three years. 🎯 Tinubu's argument was disarmingly direct. Nobody, anywhere in the world, wakes up wanting to pay taxes. Taxation is not friendly to the wealthy, to the middle class, or to the poor. And yet every citizen expects roads, hospitals, schools, pharmaceutical research, protection of the vulnerable and the country's children. The question that demanding citizens almost never answer, he noted with sharp irony, is the most basic one: who pays for it? You want a fine highway, but not through your land. You want a well-equipped hospital, but no taxes. The maths does not work, anywhere on earth. 📜 The historical wink was telling. His American interlocutor's ancestors, he reminded the room, famously threw the tea into the sea when they were taxed without representation. The lesson, in Tinubu's reading, is not that taxation is dangerous, it is that taxation creates demanding citizens. And demanding citizens, far from being a problem, are precisely what builds accountable states. The Covid-19 pandemic underscored just how strategic domestic fiscal capacity becomes when the world stops being predictable. 🌍 The deeper message lands squarely on the African Ownership agenda Kigali has been amplifying all week. Pan-African capitalism cannot be financed indefinitely from external loans, declining aid, or volatile commodity rents. It will be financed by African citizens, African corporations and African tax systems that have the political legitimacy to function. The unlock is fiscal sovereignty, and fiscal sovereignty starts with taxation. 🇷🇼 The question Kigali is putting on the table this week is no longer whether African states need to raise more revenue domestically. It is whether they will dare to ask their citizens to fund the future they say they want. #ACF2026 #AfricaCEOForum

This is the type of practical partnership our reforms are designed to unlock. Speaking at the Africa CEO Forum Presidential Panel yesterday evening in Kigali, I re-emphasised that Africa must put Africa first whilst creating opportunities for intra-Africa collaboration between our countries. Our continent cannot build scale by looking outward first. We must invest in one another, trade more with one another, build the corridors that connect our markets, ensure our innovative youthful population get the support they need, and give African businesses the confidence to expand across African borders. Nigeria’s reforms are not only about fixing yesterday. They are about preparing our economy to lead in the Africa of tomorrow. With AfCFTA, digital trade, shared infrastructure, stronger logistics, commodities exchange, and deeper private sector partnerships, we can turn Africa’s population and resources into real continental prosperity. The global risk and financial architecture must also give Africa a fair deal that recognises our local nuances and contexts. I thank my brother, President Paul Kagame, for his warm hospitality and for Rwanda’s continued leadership in showing what discipline, clarity and execution can do for development. Nigeria will continue to work with Rwanda and other African partners to build a continent that produces more, trades more, connects better, and competes with greater confidence in the world.
