In Plain English, What She Means Being in a country = you're under its legal power ("jurisdiction"). That subjection = a form of "local allegiance" (not full patriotic loyalty, but a temporary, territorial one). Example: Japan can punish you for crimes and protect you as a victim → therefore you "owe" them this minimal allegiance while you're there. Conclusion she's pushing: Undocumented people aren't "outside jurisdiction" — they're subject to U.S. laws (can be arrested, prosecuted, etc.), so their kids born here get citizenship under the 14th Amendment.

The president is right. The 14th Amendment was originally intended to embrace slaves and the children of slaves. Its passage in 1868, made it unconstitutional to deny citizenship to all children born here. Example: Despite odious attempts over the years to deny them, all Native Americans are (the original) citizens. So are all other babies who in Bruce Springsteen’s words were “Born in the USA.”
