Sheffield Wednesday were (correctly IMO) not given a points deduction for exiting administration and giving all unsecured creditors 25p in the £ on the grounds that Chansiri was difficult to deal with and harsh to punish new owners.
West Brom were given a 2 points deduction as PSR rules seems more inflexible despite major contributing factor was interest rate on a loan taken out by former owner Guochan Lai, even though he too was difficult to deal with but new owners were punished.

You have heard of Ligue 1. You have heard of Ligue 2. But you have probably never heard of Ligue 3, and that is because it does not exist yet. It will by August this year. Let me tell you more.
From the 2026-27 season, France will have a fully professional third tier for the first time. Ligue 3 will feature 18 clubs, all professional, sitting directly below Ligue 2 in a clean three-tier pyramid of 18-18-18.
The French Football Federation is putting €11 million per year into the league to make it work. Two clubs will up automatically to Ligue 2 each season, a third can earn promotion through a playoff between the teams finishing 3rd to 6th, and the bottom three will go down to National 2.
If you take a look at how the other major European leagues handle their third tier, the contrast becomes clear. England has four fully professional tiers but the financial gap between the Premier League and everything below it is enormous and growing.
Spain's structure fragments below the top two divisions into regional groups. Italy runs Serie C across three geographical sections. Germany's 3rd division is the closest equivalent to what France is building.
I don't know if you know. But accoridng to some reports, France is already the second largest exporter of footballers in the world after Brazil, with French players making up around 5.1% of all top and second division players globally.
Greater Paris alone contributed eight of the 23 players in France's 2018 World Cup winning squad. The talent production line is already running. What Ligue 3 does is give that talent a genuine professional environment one tier earlier than before, instead of the semi-professional limbo that currently exists between Ligue 2 and the amateur game.
Better structure produces better players. France has just made their structure better.
