First, this is not a raping culture. Educate yourself and stop throwing words you don't understand about. There's a law, the law is that no woman should come out at a specific time and they put a penalty on it as punishment. It's culture and tradition, you don't know what they stand to lose when a woman comes out, just like the oro festival in Yoruba land that there are rumours that the men participating work naked. Is the harassment on the lady good? NO,. But if she didn't chose to disobey the tradition of people, she wouldn't have been harassed. You cannot choose to go against the laws of people and play victim when being punished. When you're in Rome, behave like Romans. Give unto Caesar what belongs to Caesar.
