I've seen that with any fanbase where adults and minors interact. Sometimes it outs real PDFs but also it's used so often that it dismisses and takes out the severity of the crime and devalues the actual victims of real PDFs, because there was a disagreement or the minor lied about their age when they shouldn't have.

So I have a fan who was, and I'm going to air quote, "outed as a PDF." He was apparently talking to a minor who didn't reveal her age until much, much later. Nothing sexually charged or anything, but knowing X, it didn't matter. He claims all his friends backstabbed him, so I told him he's going to meet plenty of retards in his life. Some of those retards might be "friends" at first. He's pretty upset about it, but being autistic, I know our "adult radar" takes a while to form. I think he's a good person who just fell into a bad situation.
