A 16 year old girl is typicallt a fully developed young woman. A 13 year old is still a child and very much still looks like one.

I said that my dad agrees with me that it is not pedophilia, and he does agree with me on that front. This is also one random clip somebody had found when I was arguing with somebody else about this same topic, but I've had numerous conversations with my dad about this type of stuff, he doesn't think it's an issue unless the girl looks prepubescent. He obviously isn't saying a 15 year old should be dating a 40 year old, but it wouldn't be pedophilia. I remember him saying that the issue with Jack Schaap was that he was a married pastor cheating on his wife, but that Jack Schaap wasn't a pedophile for banging a 16 year old.
