Same reason the arenas are half empty during the first round of the NCAA tournament. You have 18 fan bases who mostly want to watch their teams and lots to do in Vegas. Playing in a 2400 seat gym is awesome but not realistic for an event of this scale. Fortunately most of the games were compelling.
