The French Senate puts an end to the obligation of sexual relations within marriage. It took centuries of matrimonial law, a European condemnation, and a 69-year-old woman judged at fault for refusing her husband for France to finally put it in black and white: marriage does not oblige anyone to have sexual relations. This Thursday, the Senate adopted the bill aimed at ending the so-called “conjugal duty” by an overwhelming majority of 209 votes in favor and 2 against. An almost unanimous result that reflects both the obviousness of the principle and the long, complex path required to reach it. The text seeks to end an old interpretation of the Civil Code, which led case law to consider “community of life” (a concept arising from marriage) as a form of sexual obligation. Paul Biya Rewrites the Rules of His Succession: What the Constitutional Revision Bill Really Says It is a five-page document, modest in appearance but considerable in its implications. The bill amending Cameroon’s Constitution, submitted to the Parliamentary Congress, goes far beyond a simple technical adjustment. It fundamentally reshapes the architecture of power in Cameroon. Here is what you need to know. A Vice President Created from Scratch and Appointed by Biya The core of the text lies here: Cameroon will officially establish the position of Vice President of the Republic. Until now, this office did not exist within Cameroon’s constitutional framework. From now on, the President of the Republic will be able to appoint a Vice President — and dismiss him at will. His responsibilities will be those that the Head of State chooses to delegate to him through an explicit mandate. In other words, this Vice President is not elected. He does not come from universal suffrage. He is selected, installed, and removable solely by Paul Biya. His legitimacy is entirely delegated, never popular. Presidential Succession: A Historic Shift This is where the text takes on its full political significance. Until now, Cameroon’s Constitution provided that in the event of a vacancy in power (death, resignation, or permanent incapacity), the President of the Senate would serve as interim leader, with limited powers, while a new presidential election was organized. That system is now set aside. Under the reform, the Vice President would complete the ongoing presidential term without any intermediate election. He would take the oath of office immediately upon the occurrence of the vacancy and assume office at once. He would no longer be a caretaker responsible for organizing a transition, but a full successor governing until the end of the mandate. The President of the Senate would only assume interim duties in one specific situation: if the Vice President himself is unable to serve or if the position is vacant. Only in that case would a presidential election be organized within 20 to 120 days. What This Means in Practice Let us be clear. Paul Biya is 92 years old. He was sworn in in November 2025 for a new seven-year term. The question of his succession is therefore not theoretical; for many observers, it is the central political issue in Cameroon today. By creating a Vice President appointed by himself, Paul Biya gives himself the possibility of personally choosing who will succeed him should a vacancy arise. This designated successor would not need to face voters to complete the current term. He would govern with the constitutional legitimacy granted by this reform — and by it alone. Biya Authorizes 1.65 Trillion FCFA Loan to Fund Projects and Service Debt President Paul Biya has authorized the Minister of Finance to borrow up to 1.65 trillion francs CFA to finance development projects and clear outstanding payments, in a presidential decree issued this Wednesday evening. He instructed Minister Louis Paul Motaze to source the loans as follows: - 400 billion francs to be raised on the domestic financial market through Treasury Bonds. - 250 billion francs through direct borrowing from international private organizations. - 1,000 billion francs to be secured on external banking markets. Cameroon's public debt has been a growing concern. The country's total public debt stood at approximately 14,442 trillion francs CFA as of March 2025, according to the Autonomous Amortization Fund (CAA), which manages public debt in Cameroon. This represents 47 percent of the GDP. A significant portion of the budget is already allocated to debt servicing, which has curtailed funds that could have been used for social projects and infrastructure. The new borrowing authorization comes amid persistent pressure on public finances due to fluctuating commodity prices on the international market, post-election recovery costs, and ongoing expenditures on security in the North West, South West and Far North Regions. #MMINews

Budget 2026: Passports and Vehicle Registration Now Tied to Tax Compliance The Cameroonian government is taking a tougher stance on tax compliance. Since January 1, 2026, obtaining a Cameroonian passport or a vehicle registration certificate has been subject to the presentation of a tax compliance certificate (ACF). The measure also applies to imports carried out by private individuals. This provision is set out in the 2026 budget implementation circular, signed on December 31, 2025 by the Minister of Finance, Louis Paul Motazé. It forms part of a broader strategy aimed at expanding the tax base and improving the collection of revenue from the informal sector. According to official figures from the Ministry of Finance, the informal sector accounts for nearly 45% of gross domestic product but contributes only about 5% of national tax revenue. An imbalance the government intends to gradually address. In recent years, the withholding tax mechanism introduced by the authorities is said to have generated more than 50 billion CFA francs annually. With this new administrative requirement, the executive hopes to strengthen tax discipline and bring more economic actors into the formal system. If implemented with rigor and effective public outreach, the reform could mark a turning point in the mobilization of domestic resources.

People often say that the developing world is poor because the Western world colonized them and stole their resources. The truth, however, is that over the past century, the developing world has, for the most part, shown that they are completely incapable of harnessing their own resources. They are not poor because we stole from them. They are poor because they do not know how to run and administer their own countries, resources be damned. Take Venezuela. The world's largest oil reserves mean nothing if you have a corrupt communist as your leader. People will actually be starving and trying to eat zoo animals while you sit on trillions of dollars in resources! Africa is another example. Europeans left behind farmland, trains, roads, and mines in Africa. What happened to it all? It's not that all of a sudden, the Africans started running things like anti-colonialist activists had envisioned at the time. No, no. All the infrastructure fell into disrepair and/or was stripped down and looted. They were literally handed fully functioning, completed supply chains for resource extraction, and basically unlimited wealth, but they couldn't manage the simple upkeep. Now, the defense for Africa might be that "The Europeans didn't teach the Africans how to manage any of this! It's not the Africans' fault they couldn't run it independently! They were never trained!" But my brother in Christ, the Europeans DID try to train locals for management! Obviously it would have been easier to have at least some locals in administration, rather than having to import an ENTIRE workforce, but efforts to find African talent were largely unsuccessful. Don't believe me? Just look at the different outcomes in Hong Kong and Singapore when compared to Africa. In East Asia, Europeans often did work with locals in administrative and management capacities. When colonialism ended, Hong Kong and Singapore were able to manage themselves. Not the case with Africa. Now, none of this is to say that colonialism is good. People have the right to self-rule and seld-determination. However, the idea that colonialism and resources extraction are responsible for the developing world's ongoing poverty? That is quite simply a crock of shit.

Paul Atanga Nji decides to do the job of Célestine Ketcha Courtes In response to recurring complaints from the population about urban unsanitary conditions, Cameroon’s Minister of Territorial Administration, Paul Atanga Nji, has sent a very urgent fax message to all regional governors, instructing them to take immediate measures against the illegal dumping and accumulation of household waste on public roads. In the correspondence dated December 24, 2025, the minister stresses that the presence of garbage bins along main roads and at the entrances of many neighborhoods seriously undermines public hygiene and damages the attractiveness of Cameroon’s major cities. To put an end to this situation, Paul Atanga Nji asks governors to instruct divisional officers, in coordination with city mayors and sub-divisional council mayors, to relocate garbage bins installed on main roads, effective February 1, 2026. The government official also orders the identification and prior development of designated waste disposal areas within neighborhoods, while ensuring accessibility for collection trucks. Waste collection is further required to take place within a time window between midnight and 6:00 a.m., in order to limit disturbances and traffic congestion. Further on, the Minister of Territorial Administration requests divisional officers to issue, where necessary, formal orders banning companies in the sector from placing visible garbage bins along the main roads of major cities. Sub-divisional officers are tasked with carrying out a comprehensive census of all waste deposit and pre-collection points located along main roads within their administrative jurisdictions. Finally, Paul Atanga Nji calls for regular field inspections, alongside municipal authorities, to ensure the effective implementation of these directives. He instructs administrative authorities to report back to him on the measures taken, as well as on any difficulties encountered, emphasizing the highly important and urgent nature of these instructions. This forceful intervention by the Minister of Territorial Administration on an issue traditionally under the purview of the Ministry of Housing and Urban Development has reignited debate over the governance of urban sanitation and the coordination of government action in Cameroon’s cities.
