@TommoMcCluskey as the effect of* To avoid luck with regards to where you are on track at the time of Red Flag, pitlane starting cars would be in track position order, not order that they can get to pit exit. Non-pitting cars get to go in their relative order without empty grid slots.

There is no truly "fair" way of going about it unfortunately. When a red flag drops, there will always be advantage given to some and taken from others. Same goes with a safety car, or even a VSC. Restarting on cold old tyres can be very sketchy, plus what if you run through debris of the incident that brought out the SC? This isn't a new talking point. Only thing I can think of is that a tyre change under a red flag should NOT count towards your 1 mandatory pit stop. That'd prevent the snooze fest we got in Monaco. But, can that just throw the unfairness too far in the other direction? Maybe. 🤷
