The reason is very simple.
There has been a specific jobless MF from Morocco that rates EVERY episode a 2 ( has more negative effect then rating a 1).
So any episode that does not get alot of votes will always be in the 7s.

As for the Sabo point that is a plot convenience to shoehorn Sabo .. a very different discussion then world building
