PRESS RELEASE GAMTEL and SYSROAD SA HOLDING Signs US$50 Million PPP to Transform The Gambia’s National Broadband Network Bijilo, The Gambia | Wednesday, 24 December 2025 The Gambia Telecommunications Company Ltd (GAMTEL) has signed a US$50 million Public-Private Partnership (PPP) agreement with SYSROAD SA HOLDING to upgrade, expand, and modernize The Gambia’s national broadband and telecommunications infrastructure. The signing ceremony, held at the Bakadaji Hotel in Bijilo, marks a major milestone in the country’s digital transformation agenda and represents one of the most significant network investments in GAMTEL’s history. In a decisive move to strengthen national digital infrastructure and secure The Gambia’s digital sovereignty, The landmark Public–Private Partnership (PPP) agreement with SYSROAD SA HOLDING, a leading African system integrator, to execute a comprehensive modernization of the national internet backbone. The project represents a transformational leap in technological capacity, upgrading the national core network from 40Gbps to 800Gbps, marking a 1900% increase in capacity. This major expansion is designed to eliminate existing connectivity bottlenecks and provide the resilient, high-performance infrastructure required to support a modern, competitive digital economy. Born out of a strategic policy shift initiated in 2023 to address critical infrastructure gaps, the GAMTEL–SYSROAD SA HOLDING partnership moves beyond routine maintenance toward a full national network overhaul. The project will deliver: * Massive Scalability: An 800Gbps national backbone capable of supporting rapidly growing demand for high-speed data and digital services. * Nationwide Expansion: Extended fixed-line and broadband wireless connectivity reaching the length and breadth of The Gambia. * Economic Enablement: Reduced operational costs and improved reliability for SMEs, startups, local content creators, and enterprise users. The event was well attended by our line Ministry (MOCDE ), Mr Darbo, Ministry of Finance Madam Juldeh Baldeh chair person of (PPP) Executive Secretary SOE COMMISSION Mr Ceesay, GIEPA Mr Sowe , Ministry of JUSTICE Mr. Jobe , Gamtel/ Gamcel Management under the Leadership of Mr Lamin A Tunkara and representatives of SYSROAD headed by Muhammed Fall the Managing Director. The signing of this Major project will deliver a significant need to strengthen the national core and backbone network upgraded from 500 gig to 800 gig capacity. Special Christmas Message to GamTel, Gamcel & GTMI Staff On this eve of Christmas Day 2025, I wish to share a moment of profound gratitude and renewed hope with the Management and Staff of GamTel, Gamcel, and GTMI. Unlike many previous years, when we often found ourselves praying for a bailout, whether through government intervention or private-sector partnerships, sometimes with fingers crossed and hopes narrowly unmet, Christmas 2025 has arrived early, and it has come bearing hope. Today, with support from a dedicated and supportive team, and witnessed by well wishers, I had the privilege of signing a landmark contract with an ICT sector partner to upgrade and modernize GamTel’s national network infrastructure. This initiative represents one of the largest network upgrade and expansion programs in Gambia and Gamtel’s history, targeting both corporate clients and last-mile users across the length and breadth of The Gambia. FOR IMMEDIATE RELEASE Rampant Vandalism Threatens GAMTEL Network Infrastructure The Gambia Telecommunications Company (GAMTEL) is gravely concerned about the ongoing acts of vandalism and cable theft targeting its network infrastructure. These deliberate attacks are causing widespread service disruptions, particularly in the Greater Banjul Area and extending to other regions of the country. One of the most serious recent incidents involved the sabotage of Cabinet 20, which connects over 2,000 telephone line pairs at the Serrekunda Exchange, Fajara and Kotu each with 1000 pairs. The impact of such actions extends far beyond telecommunications—disrupting vital services in sectors such as finance, education, healthcare, agriculture, and national security. GAMTEL strongly condemns these criminal acts and calls on the general public and the security services to join forces in protecting our critical telecom infrastructure. These attacks are not only illegal but represent a direct threat to national development and stability. EXPRESSION OF INTEREST (EOI) For Consultancy Services to Develop a Strategic Business Plan and Review of Key Human Resource Policies for GAMTEL and GAMCEL BACKGROUND The Gambia Telecommunications Company Limited (GAMTEL) and the Gambia Cellular Company Limited (GAMCEL), as part of an ongoing restructuring program, have embarked on the implementation of a comprehensive Social Plan. This reform initiative includes the outsourcing of non-core departments/units such as Customer Service, Security Services, Cleansing Services, and Facility Support (Power & Electrical, Civil Works, and Garage) with the objective of streamlining operations and enhancing efficiency. As part of this transition, GAMTEL and GAMCEL seek to engage the services of a qualified and experienced consultancy firm to support the development of a Strategic Business Plan and the review and revision of key Human Resource (HR) policies, including the Companies Service Rules. OBJECTIVE OF THE ASSIGNMENT The objective is to: Develop a forward-looking Strategic Business Plan for both entities that reflects the post-reform organizational structure. Review and revise HR policies to align with new strategic and operational realities. Recommend strategies for improved performance management and institutional efficiency. SCOPE OF SERVICES The scope of services will include, but is not limited to: Conducting a situational analysis and gap assessment post-social plan implementation. Developing a 3 to 5-year Strategic Business Plan with implementation roadmap. Reviewing and updating existing Service Rules and HR policies. Aligning HR frameworks with best practices and the strategic direction of the institutions. Facilitating validation workshops with stakeholders and presenting final deliverables to management and/or the Board. ELIGIBILITY AND QUALIFICATION CRITERIA Interested consulting firms must demonstrate the following minimum qualifications: A minimum of seven (7) years of proven experience in strategic planning, organizational development, and HR policy reform. Completion of at least three (3) similar assignments in the past five years. Expertise in public enterprise restructuring or telecommunications sector is an added advantage. Availability of a multidisciplinary team including experts in business planning, HR management, institutional development, and legal advisory.
