Yes, there might be a foul in there, but there are about 9 players in there, arms all over the place and it's taken about 4 minutes and 20+ replays to decide it's a foul mthrough VAR. "Clear and Obvious" shouldn't take that long. 60 seconds, 2/3 views max if it is.
