You're confusing the dominance of barca and Madrid with the strength of the league itself. During that era, Spanish football dominated Europe.
Madrid and Barca were winning the Champions League. Sevilla were winning the Europa League repeatedly. Atletico won the Europa League and reached two UCL finals. There were even seasons when the UEFA Super Cup was an all Spanish affair because the UCL and Europa League winners were both from La Liga.
La Liga wasn't considered the strongest league just because of Messi and Ronaldo. It was considered the strongest because Spanish clubs consistently dominated European competitions.
