@doctatum @JAMAHealthForum The point about the blended plans is fair. Surprising to me is that no one caught the rating is not an average scale. Per CMS it is an 1-5 scale, with 1 star indicating poor performance and 5 indicating excellent performance. So more 4 &5 stars plans over time is a good thing.
