About to give my comments on the three proposed bills by Senator Robin Padilla and Senate President Tito Sotto:
(1) SB No. 1441 or The Social Media Fairness and Algorithmic Transparency Act of 2025 (Sotto Bill)
(2) SB No. 1490 or An Act Banning the Operation and Financing of Troll Farms, Prohibiting the Use of Public Funds for their Establishment or Maintenance, and Prescribing Penalties Thereof (Padilla Bill)
(3) SB No. 191 or An Act Prohibiting the Publication and Proliferation of False Content and Fake News on the Philippine Internet (Sotto Bill)
The bills have good intentions and in principle must be supported but the devil is always in the details.
The number one thing or top idea I will impress in the hearing is that fake news and troll farms started with Duterte and the danger of weaponizing laws against political speech.
There must be clear safeguards and defenses to harassment lawsuits and weaponization by politicians.
Otherwise, a future Duterte presidency can use it to crackdown against dissenters and critics.
