His name is Liam Robert Dobbs-Morency. The attempted kidnapping happened in Newton, Surrey. Dobbs-Morency approached the child, who was under 14, grabbed them, and lifted them up. Bystanders quickly intervened, and the child was not harmed. He now faces one count of abduction of a person under 14 and one count of possession of a prohibited weapon.
