Anatolian is a Greek word that means eastern Greek. You are misusing the Greek word.
Phrygians spoke a language related to Greek and they originated from Northern Greece. Phrygians also participated in Greek religious events and funded Greek temples in Greece.
Proto-Luwians were Indo Europeans who invaded Anatolia, likely from the Balkans like the proto Greeks did to Greece. Luwians and Hittites were not "native Anatolians".
