ICE pepper spray disabled woman using a cane—directly at her face from point blank range.
Agents then shove her down hard to the ground—after she was already incapacitated and stumbling backwards.
This is second incident of excessive force in St. Paul, Minnesota this past week.
A statement released by ICE claims agents were conducting a targeted arrest—and deployed chemical irritants against the woman for officer safety.
