That's anatomical differences between a child and an adult. Features such as a smaller, shorter face or bigger eyes don't entirely equate to femininity, it equates to neoteny. The matter is that many people have been conditioned by beauty standards and media to equate neoteny to femininity. East Asia's beauty standards of looking as young as possible. Anime being rampant with their adult women usually portrayed with proportions of a teenager or child. As far as attraction to neotenous features can be biological, it's associations like this that pushes the idea that women or fem presenting people must look young to be seen as feminine, which is not true at all. This ideal is dehumanising at best, pedophilic at worst.
