The DPI approach of building on layers of interoperable technologies is a true leapfrogging game changer for developing countries by reducing time, cost, visits (TCV) to access public services. Needed is an open mindset and a governance framework to share data without compromising turf. That's when magic happens and David is able to compete with Goliath.
