Hiruzen Sarutobi might actually be the worst Hokage when you look at the damage done under his leadership.

@Hi_Gozie I think most anbu had speciality techniques used for recon not your all out fighters. Don’t get me wrong the guy who could trap you in a puppet and the micro bugs that were danzo’s guards could give most trouble. Obito had plot armor.
