【掲載情報】 【政策提言】「『給付付き税額控除』導入へ東京財団が具体的制度設計を提言」 （#森信茂樹 #佐藤主光 #土居丈朗 #小黒一正 ） s.tkfd.or.jp/4mvz4Y0 就職氷河期世代の非正規雇用者など、雇用保険（第1のセーフティネット）と生活保護（第3のセーフティネット）の間に位置する「第2のセーフティネット」の不在により、既存の制度からこぼれ落ちる中低所得勤労者への支援が長年の課題となっています。本提言はこの構造的空白を直視し、就労支援と所得再分配の両立を図る「給付付き税額控除」を日本に即した形で実現するための、2段階の具体的制度設計を示すものです。 米国では低所得の勤労者への就労支援を税額控除と還付（給付）の組み合わせで行っており、就労インセンティブの向上と格差是正の両面で実績を上げています。本提言はこの欧米の知見を踏まえつつ、日本の制度環境に適合した設計として6つの提言を行います……
