As @HarasRafiq says, this is a joke. Dr Zakir Naik has been banned from entry into the U.K. but seems that such people are worthy to teach about Islam in Qatar - a country that allows Islamist groups, (like the Muslim Brotherhood and the Taliban) a safe space within it.
