You’ll know that they are special once you implement such policy and they are gone. There are many abusers in these ppl and there are many contributors as well. It’s like you deciding to cut off your heart when you are diagnosed with cardiac disease. Other countries will be very happy about the US pushing out talented people and innovation to them. BTW, the US universities will also be falling if the proposal is enacted. Just look up how many PHDs in the US universities are international students, and how much money of other international students contributed to these universities. I won’t be surprised if more than half of the US universities will be collapsing.
