@FloEblenkamp I’m not advocating a return to step-by-step. The paper argues for reinforcing what remains of the nuclear order (the NPT), holding bad actors accountable, and building bridges between NWS and NNWS—an approach shaped by a very different geopolitical and diplomatic context.
