what if instead of approximating a clock, we just used a clock and allowed game theory to figure out how far leaders can push the envelope to maximize profits in a market economy where competent validators earn more, slow validators go bankrupt and the network magically improves?

maybe we need replay-time units besides cus. a validator would not reject a block because "my server took 800ms to replay it", but they would reject only if sum(rtu for blocks) > protocol max rtu. cus for fees and rtu to protect latency.
