Yes the ICC policies should be in place for it since it’s matter of multi nation involvement. If there are any international calender blockage why would franchise go to but that player and that player should also refrain from it. But if before the bid or till the start of league there was no update why should player back out and ICC can do something about it only.

I see the coach of @DelhiCapitals saying they are waiting to hear about Starc's availability. That is disappointing because this is a very high profile league with huge budgets and teams have a right to plan, to know what they are buying.
