The Security Council needed to bring it to a vote, which they never did, because they knew there would be States that would vote no. European Jewish terrorists declared a state and finished driving 750,000 Christian and Muslim Palestinians out of Palestine. Since it's illegal founding on land stolen from Palestinians, it has declared war on everyone of its neighbors several times, murdered Christians and Muslims, and stolen chunks of its neighbors' lands.
