No, not exactly. The Orion capsule for Artemis II was fully assembled and tested by Lockheed Martin in May 2025 (under the current administration), then integrated and rolled out to the pad in early 2026. But its core design, initial hardware, and years of development/testing started under Bush, continued through Obama (post-Constellation cancellation, per Congress mandate), and built momentum in Trump’s first term with the Artemis refocus. Multi-admin effort all around.
