Book Cersei is dumb and paranoid. She gave the entire fleet to Aurane Waters because he looked like Rhaegar and thought her servants were shrinking her clothing when she was getting fat. She caused an entire war because she had an insane affair with her own brother.

Cersei would have ended this war on DAY ONE if she had 6 dragons. Actually, It wouldn’t have gone this far. The day Cersei learned Alicent had been betrothed to her father, Cersei would’ve had Alicent killed, post haste.
