LOK makes it crystal clear that Katara did everything she could to help Korra before Aang restored her bending.
Katara was already the greatest healer in the world and understood blood bending better than almost anyone alive. If normal healing or even blood bending could have restored Korra’s bending, she likely would have done it.
The problem is that Amon wasn’t simply blocking chi paths the way a chi blocker does. He used advanced blood bending to permanently disrupt a person’s bending connection at a spiritual and neurological level. It mimicked energy bending without actually being true energy bending.
Katara could probably understand what happened, but reversing it was another matter entirely.
That’s why Korra’s restoration required something beyond physical healing.
The Avatar Spirit of Aang when Korra was at her absolute lowest moment, she finally opened up spiritually and Aang was able to restore the severed connections directly.

Notice how context matters -thats what the book gave!
