HAS KISII SCHOOL BECOME A BUSINESS ENTERPRISE?
Yesterday, I raised an issue where I was trying to enquire why thousands of Kisii School students were seen loitering in Kisii Town. Apparently, I was told that they had been sent home because of fee arrears!
I had an opportunity to seek intervention with the principal, where he committed that it has become difficult for him to run the school without the money that was supposed to be paid by the parents/guardians. I agreed with him. He promised to send more home the following morning (Monday). True to his word, I am informed that streets and roads in Kisii are full of those students.
I have dug deeper into the issue and spoken to some of the parents. They are giving harrowing accounts of the situation. Students who have paid the full amount of school fees capped by the Ministry of Education of KES 53,554 for boarding senior schools have also been sent home.
The reason why these students are being sent home is an extra amount of KES 10,000 that the school has imposed on parents with an excuse of the students being given 'SPECIAL FOOD' in school. The parents are informed that this money that isn't provided for in the fees structure was approved by the school's board.
Above this, remember the parents are required to pay KES 9,000 annually for remedial fees.
On top of that, parents of Grade 10 students were told to pay KES 3,000 for the purchase of TV sets. The grade 10 students in Kisii School are around 800, so the amount to purchase TV sets was cumulatively KES 2,400,000.00. I don't know what kind of TV sets these are and how many are going to be purchased with more than 2 million.
This aside, I am informed by the frustrated parents that all the money that they are being FORCED to pay out of the required fees is paid to different accounts than the usual school account.
My questions are;
1. Is the Ministry of Education aware that parents are being asked to pay much more than what has been approved by MoE?
2. Why should parents be told to pay extra money to different accounts other than main school accounts?
3. Why should students who have paid the entire fees as communicated in the fee structure for the entire year be sent home for allegedly additional ILLEGAL fees?
4. Has the MoE given the School Boards and Principals mandate to increase school fees in their respective schools without the ministry's approval?
Can anyone from the ministry address these issues? The government has been insisting that there is enough capitation to keep every school-going child in Kenya in school, but it's ridiculous that even those parents that have cleared school fees are having their students being sent home over flimsy reasons!
The Kisii School matter is just a case study. Parents in various schools across the country are helplessly undergoing more weary tales and when they try to raise the issues their kids are targeted and most of the time expelled from school over trumped up charges!
