In international relations, it is common practice for countries unable to defend themselves against stronger, hostile neighbors to seek security guarantees or protection/strategic partnership from distant, great, or rising power. Therefore, it is perfectly acceptable for the Somali government to seek and secure strategic partnership from Turkey - NATO member and historic friend. In principle, I support Somalia finally obtaining security guarantees from a powerful country - I have advocated for this in my past writings. However, it baffles me why the government repeatedly proves that the parliament is merely a rubber stamp. Turkey is not controversial in the least. I believe that most, if not all, parliamentarians would willingly and happily endorse the treaty through the regular procedure. This event suggests that the country lacks a parliament capable of debating issues in a civil manner, voting on them fairly, maintaining confidentiality, and holding the government accountable. Is the institution's role now limited to casting votes for the presidency? If the parliament cannot be trusted with a non-controversial treaty, I wonder how it can craft a constitution that will serve the Somali people well for a long time to come. Impossible!
