Morphy shall not be listed as an option - he was an undisputed World Champion (tho uncrowned one).
As for others, Korchnoi is my choice by quite a margin. Not only did he play two title matches, coming as close as 5:5 with Karpov. Viktor was a top-5 player for about 25 years.
He also was no.1 rated on several occasions according to chessmetrics. Arguably a greater player than half of the World Champions.
