While it admittedly would be a stupid thing for Hochul to say - or imply - that the CLCPA is the cause of high utility bills, the law is in effect. What a Supreme Court judge ruled is that Hochul is failing to comply with the CLCPA. She is also evading other climate laws.

Gov. Hochul says explicitly today her bid to change the state's climate law will NOT lower utility rates. "The false narrative is that I'm telling people their utility rates are higher because of the CLCPA. That would be a stupid thing to say, because it's not in effect yet."
