Everyone else is making one so here's my tier list for the new patch - some notables that I think are different to other tier lists I've seen:
Iso - if the meta adjusts strongly towards Chamber + Veto max untradeability, Iso is almost the only way to play into it, and could even move into S tier. Popping shield to nullify an OP, Undercut to target the sentinel pre-exec and pop, and none of his kit gets eaten by Veto
Killjoy - The best spot KJ has been in for a LONG time. The reduction of info util from initiators makes passive info significantly more valuable, and nobody does that like KJ. Add in the turret tagging buff and you have a very strong agent
Clove - I've been an advocate for how strong post-death smokes are for a LONG time, and with the Omen nerfs, Clove should be the pick in more aggressive comps where you don't need Omen's Paranoia as a crutch
Cypher, Vyse - Both are explicitly dead imo, Vyse's pseudo-initiator style is completely gone, and Cypher doesn't even HAVE a style with his kill trips nerfed to the ground

@AnderzzTV @sirieous the mechs of gunplay arent that precise, guns like Odin and judge, too high first bullet inacc no spray patterns and agents like neon that are almost impossible to track - the gunplay we're moving towards isn't enjoyable - the enjoyable part of the game atm is the tactical side

Candidly, It won't be ok.
Increasing utility CDs to the point that it removes even a single "cycle" of the game is precisely the inflection point that can't happen. currently the game is pretty much hard capped at "3-step Macro Flow":
1. Open on an extremity w/ an Insert (Low-Medium util Investment, usually rechargeables)
2. Open the other extremity (Low-Medium util Investment, usually half of your non-rechargables)
3. Exec (High util investment, almost all of remaining kit w/ 1-3 pieces/incoming CDs reserved for anti-retake), OR cancel into the initial insert allowing for that space to be taken w/o util investment, and then Exec
Veto is about to make it so that you have to pump your opens or execs taxing out a partial util wave, making these sort of macro flows incredibly hard to deliver EVEN WITH CURRENT UTIL. Now we're talking about removing a cycle of utility on top of that?!
3-Step Macro is going to be functionally non-existent, it will be over-invested single steps, and *maybe* lurk/contact-facilitated 2-steps where you're praying that your opponent doesn't have good Op/Odin protocols in place.
This is being done in the name of "balancing weapons and utility." You can mark my words, the amount it will push the non-interactive weapons the community hates (Op/Odin/Judge/Outlaw/Bucky) is going to make for fewer fair gunfights than ever before.

A change like this would be effectively spitting in the face of the most defining characteristic of the tactical side of VAL; a move that runs entirely contrary to any understanding of what makes the game great and unique strategically.
Tejo's biggest failure was that his tag line premise - "Move or Die" - never materialized: he lacked sufficient counterplay and made unacceptable micro checkmates to the point it really just became "Never be here in the first place or Die." I warned of as much before I ever touched him in a server.
What Veto and a CD change will do to this game is an error of far greater severity. First and foremost, it fails to understand one of the core separating elements between VAL and other TacFPS. In CS, statically available util doesn't put any guard rails or restrictions on round flow. The cost being that utility can never really be strong or novel past generic nades/flashes/smokes less you risk making the game too overwhelming and inaccessible for casual play (sorry R6). In VAL, CDs cause a distinct, multi-staged round flow that creates meaningful timing-based opportunity costs for the use of each piece of utility. This comes at the cost of needing strong duel-facilitating mechanisms that can be leveraged between those cycles in the round flow to counter raw contact play - untradeability, op, odin, judge. This is why we're currently in the healthiest era of VAL's history. The pieces are all already in place for a great game, and the balance outliers are specific instances of agent overtuning or maps requiring soft-wall changes. I don't know how anyone can look at the game right now and think there are sweeping systemic flaws. By releasing an agent like Veto and changing CDs, we'd be shattering that equilibrium and swinging egregiously in the other direction: untradeability and the least interactive weapons in the game become bar none the best tools at anyone's disposal. You won't need to "Hit Your Shot" you'll need to "Pray their untradeable oper loses duels where they're objectively favoured," "Pray that your opp didn't buy an untradeable judge despite you no longer having reasonable means of denying their best in slot positions," "Pray that you catch the timing gap in your opp's Odin spam or that they're not smart enough to hold their spam timing for the extremely limited scaling windows you now have," ... Best yet having to pray for more than one at the same time every round.
Instead of the flawed premise we got with Tejo that led to low counterplay micro checkmates, we now have a flawed premise that will lead to low counterplay macro checkmates - instead of moments of low quality interaction, we'll have entire rounds, halves, maps, and even series of it.

Removing refresh utility, when information-cycling is core to the strategic identity of VALORANT, ain't it. The game is probs the most gun-play focused it has ever been and having less tools to deal with 4-1/5-0 gameplay and untradeble agents like Yoru/Chamber/Veto will be bad.
