NEWS RELEASE 12/22/2025 - IID Directors Elect Division 5 Director Karin Eugenio as Board Chairwoman for 2026 Saluted as a staunch advocate for ratepayer protection and an effective leader in strengthening the local electrical grid and planning for future needs, the IID Board of Directors unanimously elected Division 5 Director Karin Sol Eugenio to serve as the leader of the IID Board throughout 2026. Director Eugenio, who represents the areas of Imperial, Holtville, part of Calexico, and eastern Imperial County, is a proven catalyst who has helped lead in the strengthening of the IID electrical system, create innovative agreements to provide energy to IID’s growing service area, and continues to represent the District at the federal level. She is the fourth woman to serve as chairwoman of the IID Board of Directors. “With all humility, I humbly accept the Board chairwoman’s position for 2026 and will, to the best of my ability, lead the District through public service focused on benefiting our customers, strengthening our water and energy service reliability, and moving the District forward,” Director Eugenio said. “We have a great Board, and I am so honored to work with elected officials dedicated to serving the public good.” An Imperial Valley native, Director Eugenio was elected to the IID Board in the June 2022 primary election and has been actively involved in the community. She was appointed by Gov. Gavin Newsom to the 45th District Agricultural Association Board of Directors in July 2025, served as mayor for the City of Imperial, and contributes to such organizations as the Imperial Valley Food Bank, local chamber of commerce, and the philanthropic group P.E.O.B Director Eugenio currently teaches English and Communications at Imperial Valley College and Rhetoric and Writing Studies at San Diego State University, Calexico. She also works as a Corporate and Government Affairs Specialist for the Anza Borrego Foundation. She is a graduate of California State University, San Marcos, earning a bachelor’s degree in Literature and Writing Studies and a master’s degree in Rhetoric and Writing Studies from San Diego State University. She will take over the reins at the Board’s first meeting, planned for January 6, at an off-site location in the Coachella Valley, which will be announced soon. Recognizing the work of Board Chairwoman Gina Dockstader With great respect, the Board and members of the public congratulated current IID Board Chairwoman Gina Dockstader, an agri-business woman, on her leadership role in 2025. She is recognized for her work in both the water and energy sectors, specifically her commitment to the Salton Sea, her service with the Association of California Water Agencies, and her involvement in Colorado River matters, where she serves as the District’s alternate on the Colorado River Board of California.

As the largest irrigation district in the U.S. and the 6th largest public power utility in California, IID’s 2025 report documents several of the District’s key efforts to protect its water resources, strengthen the local electric grid, expand customer outreach, enhance and introduce customer-focused programs, boost internal operations, and more – supporting IID’s continued advancement as a leader in the water and power industries. “Our annual report provides a look at some of the work the District has been doing over the past year to not only meet the needs of today and tomorrow, but to champion our commitment to service,” said IID Board Chairwoman Karin Eugenio. “I encourage our customers and stakeholders to take this opportunity to connect with us.” The report includes messages from the IID Board of Directors and management leadership, highlights of power and water initiatives, community engagement efforts, customer programs, department updates, and links to audited financial information. NEWS RELEASE 3/18/2026 - IID Board Approves Major Overhaul at El Centro Generating Station to Protect Grid Reliability The Imperial Irrigation District Board of Directors has approved additional work associated with a major overhaul of a gas turbine generator at the El Centro Generating Station, helping ensure reliable electric service for communities across the Imperial and Coachella valleys. The work is part of a scheduled inspection of Unit No. 2-2 at the El Centro Generating Station, a generating unit that has been in operation since 1993. During the inspection process, technicians identified several components that require repair or replacement before the unit returns to service, including generator components, bearings, and seals. Completing this work during the planned outage will help reduce the risk of forced unplanned outages in the future and protect the long-term reliability of the generating unit. “This action reflects the District’s commitment to taking care of the infrastructure that powers our communities,” said Karin Eugenio, Chairwoman of the IID Board of Directors. “By investing in maintenance and upgrades today, we help ensure reliable service for our customers and avoid more costly repairs in the future.” The approved amendment increases the investment in the overhaul project by approximately $7.9 million and supports IID’s broader asset management efforts to maintain critical energy infrastructure. “Reliability starts with taking care of the assets that keep our system running,” said Jamie Asbury, General Manager of IID. “Routine inspections and major overhauls like this are an essential part of ensuring the electric system continues to operate safely and dependably for the communities we serve.” The El Centro Generating Station is the heart of IID’s generation fleet. The facility produces more than 330 megawatts of electricity and supports system stability during periods of high demand to keep power flowing to homes, businesses, and farms across the region, even during the hottest days.

NEWS RELEASE 3/17/2026 - IID and City of Coachella Form Coachella Electric Financing Authority to Support Local Energy Infrastructure Investments Today, the Imperial Irrigation District (IID) Board of Directors approved a Joint Exercise of Powers Agreement with the City of Coachella establishing the Coachella Electric Financing Authority, a new partnership designed to support energy infrastructure investments that will strengthen electric service and accommodate continued growth in the City of Coachella. The new authority creates a framework for the City of Coachella and IID to collaborate on financing and developing electrical infrastructure improvements that ensure the community has the infrastructure needed to meet future demand. Under this framework, the authority will be able to finance electrical infrastructure upgrades through bonds and other financing mechanisms, with projects identified collaboratively by IID and the City of Coachella. IID will continue operating and maintaining the infrastructure as part of its electric system. “The Imperial Irrigation District is proud to partner with the City of Coachella to support the infrastructure needed for the community’s continued growth,” said Karin Eugenio, Chairwoman of the IID Board of Directors. “This agreement provides a practical framework that allows local leaders to invest in electric system improvements while maintaining the operational expertise of IID’s public power system.” The authority is intended to facilitate the design, construction, and financing of infrastructure improvements that enhance the electrical system within Coachella. NEWS RELEASE 03/17/2026 - IID Accepting Applications for its Summer 2026 Paid Internship Program The Imperial Irrigation District (IID) announces that the application process for its Summer 2026 Paid Internship Program has opened, offering students a unique opportunity to gain practical work experience, develop professional skills, and make meaningful connections—all while earning a competitive salary. “The contributions of our interns help advance IID’s mission and vision as a community-owned utility committed to providing reliable and cost-effective services, which are important to us all,” said Marcy Rivera, IID’s Human Resources Department Manager, noting that about 5% of current District employees began their journey as interns. IID has had an internship program for most of the past 35 years, with an average of 30 students each summer. Through it, students gain experience in their field of study, network with industry professionals, and work on real projects and initiatives. Fields of study include public administration, business, agriculture, environmental science, engineering, computer science, finance, or a related field. “Investing in students today helps ensure our region has the skilled workforce it needs tomorrow,” said IID Chairwoman Karin Eugenio. “Through our internship program, students gain valuable experience while learning how a public utility serves its community.” In 2025, several students came from the Border Region Talent Pipeline K-16 Collaborative, underlining that internships are a vital link between education and the local workforce by aligning academic learning with industry needs. NEWS RELEASE 3/06/2026- IID Substation Upgrade Delivers More Power for Industrial, Commercial, and Residential Growth The Imperial Irrigation District (IID) today celebrated the completion of one of its latest power infrastructure projects, upgrading a major substation to serve increasing power needs in the Calexico area. The District’s $4.9 million Gateway Substation expansion project, located in an industrial park just east of the U.S. Customs and Border Patrol’s East Port of Entry, has been upgraded to deliver enough power to energize approximately 4,000 more residential homes. “This investment reflects our commitment to thoughtful, long-term planning,” said IID Board Chairwoman Karin Eugenio during today’s ribbon-cutting ceremony marking the completion and energization of the project. “By strengthening critical infrastructure here in Calexico, we are ensuring reliable service for our customers today while improving system reliability and hardening our electric grid for the years ahead.” The Gateway Substation upgrade is one of several hundred infrastructure development projects in the District’s Powering our Community Together initiative, enhancing power operations to meet demand, improve service, and protect the resources we all depend on. Director Lewis Pacheco, who represents Division 4, highlighted the project’s local impact. “This upgrade positions Calexico for future development and provides the capacity needed to support new businesses, industries, and residents,” Pacheco said. “Reliable power is essential to our community, and this project helps ensure greater reliability and a stronger, more resilient energy system.” Completed in late 2025 and fully integrated into service earlier this year, the project adds a second bank of circuit feeders and a new high-capacity transformer, significantly expanding the substation’s ability to meet growing electrical demand while adding capacity, improving reliability, and strengthening grid resiliency. The work was conducted within the existing facility footprint and included installation of new transformers, distribution feeders, breakers, and modern protection systems. IID crews led the engineering and construction work.

NEWS RELEASE 3/05/2026 - IID: Post-2026 Colorado River Operations Must Comply with the Law of the River The Imperial Irrigation District (IID) submitted formal comments on the U.S. Bureau of Reclamation’s Draft Environmental Impact Statement (DEIS) for Post-2026 Colorado River Operations, emphasizing that any operating framework adopted for the river must comply with the Law of the River. The DEIS evaluates potential alternatives for operating the Colorado River system beginning in Water Year 2027, when the current Interim Guidelines expire. IID’s comments recognize that the Draft EIS reflects Reclamation’s intent to analyze a reasonable range of alternatives under federal environmental law. However, the District emphasized that not all of the alternatives analyzed in the DEIS were consistent with the Law of the River and any alternative ultimately selected in the Final Environmental Impact Statement for implementation must be consistent with these foundational documents and agreements. These include the 1922 Colorado River Compact, the Boulder Canyon Project Act, the Colorado River Basin Project Act, and other federal statutes, contracts, and Supreme Court decrees governing the system, including the Colorado River Water Delivery Agreement: Federal QSA. “The law is the law, whether someone agrees with it or not,” said IID Board Director Alex Cardenas. “The Law of the River requires water to be delivered from the Upper Basin to the Lower Basin, and it requires that any Lower Basin shortages follow the priority system —which protects senior rights held by IID. Those principles aren’t optional, they are the legal basis under which the Colorado River is managed.” IID’s comments also note that the Draft EIS alternatives improperly prioritize maintaining Lake Powell elevations at the expense of required downstream releases without adequately evaluating infrastructure repair options at Glen Canyon Dam that could address certain operational constraints. The District also called for the Final EIS to evaluate the effects of the alternatives on the Salton Sea and the Imperial Valley, where Colorado River water sustains more than 470,000 acres of farmland that produce a significant share of the nation’s winter vegetables and provides critical inflows to the Salton Sea. “The Imperial Valley relies entirely on the Colorado River for its water supply,” said IID Chairwoman Karin Eugenio. “Any future operating guidelines must recognize the legal protections that govern the river as well as the real impacts to communities, agriculture, and the environment that depend on it.” Despite the concerns outlined in its comments, IID reaffirmed its commitment to continuing to work with federal and state partners to develop a collaborative solution for the long-term sustainability of the Colorado River system. “A negotiated solution remains the best path forward,” Eugenio said. “IID remains committed to working with the federal government and all Basin States in good faith to develop a framework that protects the river system and the communities that depend on it.” The Lower Basin — California, Arizona, and Nevada — has already proposed 1.5 million acre-feet in annual reductions, including approximately 250,000 acre-feet in coordination with Mexico, representing the first and most significant step toward an operating plan that can stabilize the system. The District encourages all Basin States to meet the moment with additional commitments. “An agreement is within reach,” said JB Hamby, IID Board Director and Chairman of the Colorado River Board of California. “Some Upper Basin states remain focused on ensuring future additional water use from a river that is already strained — a river that has given us everything but cannot give more. The path forward requires measurable water reductions from all states. If every state accepts that reality, we can have an agreement tomorrow.” IID has played a leading role in stabilizing the river through conservation. Through voluntary conservation programs, since 2003 Imperial Valley growers have conserved more than 9.1 million acre-feet of Colorado River water, more than twice California’s annual allocation. NEWS RELEASE 3/03/2026 - FLOWing Forward: IID Approves $7.5 Million to Advance Public Water and Ag Projects The Imperial Irrigation District (IID) Board of Directors today approved the creation of a new matching grant program, dedicating $7.5 million to advance water and agricultural-related community projects across the District’s water service area. IID’s new Funding Local Opportunities for Water (FLOW) grant program proposes establishing a 50-50 cost-share partnership with local governmental entities, such as cities, special districts, schools, and Imperial County agencies within IID’s water service area. The FLOW grant program would prioritize capital and infrastructure projects with longer-term public benefits, but could also be used to implement programs with more localized community benefits. The new FLOW grant program is being launched in honor of the 125th anniversary of water flowing to Imperial Valley, a milestone that marked the beginning of agricultural development and long-term economic growth in the region. “Today we pay tribute to Imperial Valley’s vast water history by investing in the next generation of infrastructure and community partnerships, reflecting on our commitment to protecting this vital resource while planning responsibly for the future,” said Karin Eugenio, IID Board Chairwoman. The FLOW grant program will be funded through a one-time $7.5 million Water Department budget amendment from non-rate revenues. A FLOW grant creates an opportunity for local governmental agencies to partner with IID to implement projects that demonstrate a clear water nexus, including, but not limited to, water conservation initiatives, water safety, water infrastructure (such as bridges and pipelines), or other public projects that support the agricultural industry. IID will prioritize funding for infrastructure projects that are shovel-ready or have near-term implementation potential; projects or programs with a cost-share greater than 50%; projects with broader community benefits; and proposals that demonstrate less potential for delay. Project funding will be at IID’s discretion and available as early as 2026 for shovel-ready projects or programs. The District intends to develop application materials and initiate a public solicitation and award period during the second and third quarters of 2026. Additional details regarding the application process and eligibility criteria will be announced in the coming months.

NEWS RELEASE 3/2/2026 - More Trees, Cooler Cities, Stronger Communities: IID Launches 2026 Public Green Space Grant Program The Imperial Irrigation District (IID) invites cities, counties, special districts, nonprofits, and community organizations to apply for funding through its 2026 Public Green Space Grant Program, a successful initiative that’s helping reduce urban heat, lower temperatures, conserve energy, and promote community improvement. Now in its third year, IID’s Public Green Space Grant program is part of the District’s 2026 Tree for All program and offers a total of $576,250 in funding, with individual awards of up to $35,000. Applications open today, Monday, March 2, 2026, and must be submitted by March 24, 2026. Funded projects must be completed by November 30, 2026. “We are excited to kick off our Public Green Space Grant Program for 2026,” said IID Board Chairwoman Karin Eugenio. “Trees support much-needed shade and the environment, promote well-being and quality of life, help conserve energy, and are a great way to invest in a greener future.” IID Vice Chair JB Hamby reflected on the beneficial partnerships with public agencies, nonprofits, and community groups and emphasized the impact of the grant program: “The IID Tree for All program reinvests in our communities by providing relief from extreme heat, making our neighborhoods better places to live, and by reducing energy and greenhouse gas emissions, benefiting us all.” In 2025, IID awarded Public Green Space Grants for 24 projects across the Imperial and Coachella Valleys to plant approximately 1,300 trees, an increase from 18 projects and 1,000 trees in 2024. Across the region, grant recipients include educational institutions, cities, local utility districts, and more. Grant Eligibility & Application Details Eligible projects must focus on planting significant shade trees to expand green spaces and strengthen urban forests. Special consideration will be given to projects that enhance parks, recreational spaces, and underserved communities. While matching funds are not required, applicants that provide cost-sharing contributions will receive bonus points in the review process. NEWS RELEASE 2/24/2026 - IID Sponsors Resolution Supporting FEMA Reform and Strengthening Federal Disaster Response During its annual Legislative Rally, the American Public Power Association’s (APPA) Legislative and Resolutions Committee adopted a resolution sponsored by the Imperial Irrigation District (IID) that urges Congressional leaders and the White House to prioritize Federal Emergency Management Agency (FEMA) reform while strengthening the Federal Government’s role in disaster response. Resolution 26-08 highlights the critical role public power utilities play on the front lines of disaster response, restoring service and supporting recovery efforts for more than 54 million customers across over 2,000 communities nationwide. It also emphasizes FEMA’s essential role in coordinating disaster response and providing public assistance when state and local resources are overwhelmed, while calling attention to burdensome reimbursement requirements and prolonged review timelines that can delay restoration efforts. “This resolution sends a clear message to our leaders in Congress and the White House that APPA supports meaningful FEMA reform that strengthens — not weakens — the federal government’s role in disaster response,” said IID Director Alex Cardenas during his presentation. Director Cardenas serves as 1st Vice President of APPA’s Policy Makers Council. Joining him at the adoption of the resolution were IID Chairwoman Karin Eugenio and Director Lewis Pacheco. The resolution also expresses support for H.R. 4669, the Fixing Emergency Management for Americans Act of 2025, which would streamline FEMA’s Public Assistance process, expedite reimbursement for emergency work, and reduce regulatory risk for communities recovering from disasters. Through this effort, IID continues to demonstrate leadership in advocating for policies that support timely disaster recovery and reimbursement, helping ensure communities — including those served by IID — recover quickly and efficiently after major events.
