He played football at Millikin University and graduated in December 2005. M/Sgt. Allotey also played one year of Professional Arena Football in the Continental Indoor Football League for the Springfield Stallions. He is continuing his passion for football by working with high school students as the Assistant Football Coach at Lamphier High School in Springfield, IL. M/Sgt. Allotey is also the Vice President of the Association of Black Law Enforcement. M/Sgt. Allotey is a first generation West African Immigrant from Ghana. He has been with the Illinois State Police for 17 years and some previous assignments were District 5 Patrol (now Troop 3), Division of Administration Command Officer, PFIT Coordinator, Executive Protection Unit – Gov. Rauner, and TAC Coordinator. He served our country for 7 years in the Army National Guard – Infantry. He has a wife and two daughters ages 13 and 15. ISP will once again be out in force for Illinois Speed Awareness Day, July 22, 2026. ISP is committed to increasing traffic safety through education and enforcement. Last year, ISP Troopers issued almost 146,000 speeding tickets and warnings to drivers on Illinois roads statewide. Already this year, ISP has issued more than 70,700 speeding tickets and warnings. Enforcement isn’t about punishment, it’s about preventing a tragedy.

Illinois strengthened the Move Over Law, also known as Scott’s Law, today with the signing of SB 3164 to better protect the first responders who put their lives on the line every day. Under SB 3164, drivers who violate the Move Over Law and cause serious injury or death will now face driver’s license revocation instead of suspension. The law holds the most serious offenders accountable and makes it more difficult for them to regain driving privileges. “ISP Troopers have suffered the heartache of seeing a fellow officer either injured or killed because a driver failed to move over, only to see that same driver back on the road,” said Illinois State Police Director Brendan F. Kelly. “License revocation cannot take away the pain caused to officers, family, and friends, but it can help reduce the likelihood the same driver will cause similar harm and pain to anyone else.” The need for stronger protections is clear: 🚔 𝟐𝟎𝟐𝟔: 9 Move Over Law-related crashes involving ISP, injuring 2 Troopers. 🚔 𝟐𝟎𝟐𝟓: 15 Move Over Law-related crashes, injuring 7 Troopers. 🚔 𝟐𝟎𝟐𝟒: 27 Move Over Law-related crashes, injuring 12 Troopers and claiming the life of Trooper Clay Carns.
