India’s power sector is entering a phase where markets will increasingly determine how electricity is priced, traded, and optimized. As new trading platforms, short-term products, and financial instruments emerge, the traditional ways of thinking about power procurement and sale are being steadily challenged. But with this growing complexity comes an important question—are utilities, market participants, and regulators fully prepared for the operational, financial, and regulatory implications of a deeper power market? Understanding these shifts is becoming critical for anyone involved in the sector. At the IRPRI Intensive Course on the Regulatory & Policy Framework in the Power Sector, we explore the evolution of power markets in India in depth, unpacking how market design, regulatory frameworks, and emerging instruments are reshaping the sector. We invite DISCOMs, GENCOs, TRANSCOs, SLDCs, regulators, policymakers, traders, and industry stakeholders to join this programme and engage with experts on the future of electricity markets. Rooftop solar and net metering have become focal points of tension between consumer empowerment and utility economics. DISCOMs report revenue impacts and grid stability concerns. Consumer advocates point to climate commitments and energy choice. Regulators face the challenge of designing frameworks that acknowledge both perspectives. At IRPRI Batch 1 (26–28 February 2026), we'll examine how PM SURYA GHAR YOJANA implementation is unfolding on the ground, what billing and metering challenges persist, and where regulatory design might better balance competing objectives. We invite DISCOMs, regulators, policymakers, renewable energy developers, rooftop solar installers, and consumer advocates to be part of this critical and forward-looking workshop. Have Cross Subsidies served their purpose? Industrial and commercial consumers continue to shoulder the burden of subsidizing residential and agricultural tariffs, but as this accelerates captive generation and open access migration, the model’s sustainability is under strain. As this leads to the un-competitiveness among important sectors, can a system where one category perpetually pays for another truly sustain DISCOM viability and competitiveness, or is it time to rethink tariff design in the power sector? Is your Captive Generating Plant truly compliant? While 26% equity and 51% consumption appear straightforward, state-level enforcement, proportionate consumption norms, and member shortfalls are creating new regulatory complexities. Join the conversation at IRPRI Batch 1 (26–28 February 2026) and gain clarity on protecting your CGP structure in a shifting policy environment. We will unpack the legal foundations, regulatory framework, bringing together power sector stakeholders from across the value chain for a balanced and solution-based discussion. We invite DISCOMs, GENCOs, TRANSCOs, SLDCs, regulators, policymakers, open access consumers, traders, and market participants to join this critical dialogue. Additional surcharge continues to sit at the centre of India’s open access debate. Designed as a safeguard to protect DISCOM revenues and recover stranded costs, it is also increasingly viewed as a barrier that can dilute the economic viability of open access for commercial and industrial consumers. Wide state-level variations, evolving regulatory interpretations, and rising competitive pressures make the question more urgent than ever: is additional surcharge serving its intended policy purpose, or is it becoming a structural roadblock to market efficiency and consumer choice? At IRPRI Batch 1 (26–28 February 2026), we will unpack the legal foundations, regulatory logic, financial implications, and market impact of additional surcharge — bringing together diverse stakeholders for a balanced and evidence-based discussion. We invite DISCOMs, GENCOs, TRANSCOs, SLDCs, regulators, policymakers, open access consumers, traders, and market participants to join this critical dialogue. Five-minute scheduling is being positioned as the next evolution in grid operations. Metering accuracy, real-time communication protocols, forecasting precision, and market settlement systems all require significant upgrades before this transition can deliver its promised benefits without creating new operational and financial risks. At IRPRI Batch 1 (26–28 February 2026), we'll examine whether India's power system infrastructure is genuinely prepared for this shift, or whether implementation requires more time. We invite DISCOMs, GENCOs, TRANSCOs, SLDCs, regulators, policymakers, traders, open access consumers, and market participants to be part of this critical and forward-looking workshop. As India’s power system transitions toward finer scheduling and tighter operational controls, the Deviation Settlement Mechanism (DSM) is being redefined, not merely as a penalty structure, but as a signal and a planning tool. At IRPRI, discussions will examine the evolving DSM framework, its implementation challenges, and its sector-wide implications. Key areas of focus include: Inter-State Deviation Settlement Mechanism (DSM), Intra-State Deviation Settlement Mechanism (DSM), Impact of Availability Based Tariff (ABT) on DSM, Impact on Generators, DISCOMs, and Open Access Consumers, The expected transition of time-blocks in India’s power sector, from 15 minutes to 5 minutes, Roadmap for execution, Operational impact and market implications, Emerging scheduling constraints. Join us as we deliberate on how DSM is shaping accountability, scheduling discipline, and operational efficiency in India’s evolving power markets. We invite DISCOMs, GENCOs, TRANSCOs, SLDCs, regulators, policymakers, traders, open access consumers, and market participants to be part of this critical and forward-looking dialogue.
